RESOLUTION: <br />APPOINTING VIEWERS <br />TO CONSIDER <br />VACATION OF ST. <br />CLAIR AVE. FROM <br />POPLAR TO <br />SYCAMORE <br /> <br />RESOLUTION:~ <br />AUTHORIZING JOINT <br />SECURITY COMPLEX <br />TO RETAIN FUNDS <br />FOR COMPUTER <br /> <br /> 5. This Resolution shall take effect immediately upon its <br />adoption. <br /> <br /> Mr. Wiley, City Attorney, stated that a petition had been <br />received asking that a portion of St. Clair Avenue be closed and <br />this resolution would appoint viewers to look at the request. <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the <br />Resolution Appointing Viewers to Consider Vacation of St. Clair <br />Avenue from Poplar to Sycamore was unanimously approved by Council. <br /> <br /> WHEREAS, this Council has received a petition requesting <br />vacation of a portion of St. Clair Avenue from Poplar Street <br />to Sycamore Street, a distance of approximately 50 feet, bounded <br />on the west by Parcels 49.2 and 47, and on the east by Parcels <br />180, 181,.182, and 184 as shown on City Real Property Tax Map 51; <br />and <br /> <br /> WHEREAS, it appears to Council that the notice required by <br /> Section 15.1-364 of the Code of Virginia (1950), as amended, has <br /> been duly advertised; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br /> Charlottesville that Ms. Mary Jane Haynes, Mssrs. W. J. Copeland <br /> and H. P. Winn, Jr. report in writing to Council what inconvenience, <br /> if any, would result from such vacation. <br /> <br /> Mr. Hendrix explained that the Joint Security Complex had an <br /> excess of funds for the present year and was requesting that they <br /> be allowed to retain $40,000 to purchase a computer. Mr. Hendrix <br /> added that the County was being asked to approve the request, and that <br /> the software would be provided free from the State. Mr. Hendrix <br /> stated that the computer would give the Complex access to a tremendous <br /> amount of information and recommended that Council approve the request. <br /> <br /> Mr. Conover questioned whether the expenditure could be <br /> considered under c~pital projects and therefore paid for on a 50/50 <br /> ratio with the County, as opposed to a 65/35 ratio used for ooerational <br /> <br />expenses. <br /> <br /> Council agreed that it would be left to the City staff to negotiate <br /> <br />ORDINANCB: <br />AMENDING & IMPOSING <br />SPEED LIMITS ON <br /> <br /> the funding ratio with the County. <br /> <br /> Mr. Conover moved the Resolution Authorizing the Joint Security <br /> Complex to Retain Funds for a Computer, Mrs. Gleason seconded the <br /> motion, and it was unanimously approved by Council. <br /> <br /> WHEREAS, the Charlottesville-Albemarle Regional Jail Board has <br /> had Rn excess of funds for the present year and these funds would <br /> normally be returned to the City and Albemarle County; and <br /> wHEREAS, the Jail Board has requested the City and Albemarle <br /> County to allow it to retain $40,000 of those funds to purchase <br /> a computer, with the software provided free by the State; and <br /> WHEREAS, a computer system Would allow the Jail Board to <br /> store and retrieve the large quantity of information on file <br /> and to more efficiently maintain..accurate records; NOW, THEREFORE, <br /> BE IT RESOLVED that the City Council for the City of Charlottes- <br /> ville approves the request of the Jail Board to retain funds, and <br /> the City Manager staff is directed to negotiate the funding ratio <br /> with Albemarle County. <br /> <br /> Mr. Hendrix explained that the ordinance would correct a speed <br /> limit previously changed by Council on Avon Street and would impose <br />AVON ST., INDIA RD., <br />LINE DR., MONTICELLO speed limits on new streets in Seminole Square and a new portion of <br /> <br />AVB., SEMINOLE CT. <br />& ZAN RD. <br /> <br />Monticello Road. <br /> <br />Dr. Hall moved the ordinance entitled "AN ORDINANCE TO AMEND <br />AND REORDAIN SECTION 16-9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> <br /> <br />
