ORDINANCE: CLOSING A PORTION OF ST. CLAIR AVENUE FROM POPLAR TO SYCAMORE (2nd reading) ORDINANCE: REZONING PROPERTY ON 850 WEST ST. FROM R- 2 TO R-3 PUBLIC OTHER BUSINESS WHEREAS, the Albemarle County Board of Supervisors has previously endorsed the concept of a Virginia State Equine Center to be located within Albemarle County. NOW, THEREFORE, the City Council of the City of Charlottesville endorses the Equine Center and encourages the State to select Albemarle County as its location. As the persons requesting the closing of a portion of St. Clair Avenue were in attendance, Mr. Buck inquired-if they remained interested in the closing~ and they all indicated their agreement. The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING. A PORTION OF ST. CLAIR.AVENUE," which was offered at the meeting of May 7th, was approved by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gteason, Dr. Gunter, Dr. Hall. Noes: None. Mr. Satyendra Huja, Director of Community Development, stated that. the Planning Commission recommended denial 'of the rezoning request at 8S0 West Street from R-2 to R-3 for the following reasons: 1) It is contrary to the Land Use Plan, 2) it would not be in keeping with the single family character of the neighborhood', and 3) it would be a spot zoning. Dr. Hall stated that he was concerned about the need for housing but because of the strong support for denial by citizens and the Planning Commission, he was in agreement with the recommendation to deny the rezoning request. Dt. Hall made a motion to deny the rezoning, Dr. Gunter seconded the motion' and it was denied by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. There were no matters by the public. Mrs. Gleason requested information on whether the Summer Nutrition Program would be held this summer at Washington Park. Dr. Hall stated he had received a complaint of cars parked in a lot off of West Street. Absent: None. Mr. Satyendra Huja, Director of Community Development, stated that the main items for discussion were the Route 29 North problems and the question of a bypass and the setting of highway priorities within the City, including Mclntire Road Extension, 9th and 10th Street realignment, and Long Street Bridge.
