RACE RELATIONS <br />STUDY <br /> <br />BUDGET REVIEW <br />PROCESS <br /> <br /> CITY MANAGER~'S OFFICE Wednesday, June 6, 1984 <br /> <br /> Council met in spec'ial session on this date with the following members <br /> present: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, Council voted to <br /> <br /> meet in executive session to discuss personnel matters as exempted by <br /> <br /> Section 2.1-344(a)(1) of the Virginia Freedom~of Information Act <br /> <br /> The meeting was adjourned. <br /> <br /> C President <br /> NOTICE OF SPECIAL MEETING <br /> <br /> A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, June 11, 1984 AT <br /> 7:30 p.m. IN THE Basement Conference Room. <br /> <br /> THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work'session with Social Development Commission to discuss race relations <br /> and budget review process <br /> <br /> Work session on Utility Rates <br /> BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - Monday, June 11, 1984 <br /> <br /> Council met for a work session on this date with the following members <br /> present:. Mr. Buck, Mr. Conover, Mrs. Gleason, Dr~ Gunter, Dr. Hall. <br /> <br /> A discussion with the Social Development Commission was held concerning <br /> <br /> the Commission's study of race relations. <br /> <br /> Mrs. Mary Reese, SDC Chairperson, presented a general description of <br /> <br /> the study, adding that it would be the SDC's main priority for the coming <br /> <br /> year, with the goal being to improve the quality of life in the community. <br /> <br /> On a question from Mr. Buck concerning the School Board's study, Mrs. <br /> <br /> Reese replied that the SDC was looking forward to meeting with the SchoOl <br /> <br /> Board to discuss coordination of efforts. <br /> <br /> Mrs. Reese stated that no target date had been established but that <br /> adequate time wOuld be needed to structure the study to ensure reasonableness. <br /> Mrs. Reese added that at this time the SDC would like to ascertain the degree <br /> of Council support and concerns about the study. <br /> <br /> The possibility of holding public hearings to receive feedback on <br /> <br />proposals and insight and expertise from various citizens and organizations <br />was discussed. It was stressed that finding ways to sensitize the community <br />to the issues without causing further division was important. <br /> <br /> Mr. Bill Lucy, SDC member, recommended that race studies previously <br /> conducted be looked at once again. <br /> <br /> · Mrs. Reese suggested that the SDC be used as a monitoring group to help <br /> <br />in the Various studies. <br /> <br />Mr. Conover stated that he felt race relations should be studied in the <br />social and cultural sense as opposed to direct attention to racial discrimination. <br /> <br /> Mrs. Reese stated that the SDC would report to Council as the plan is <br />developed. <br /> <br /> A discussion of the SDC's agency budget review process was held with <br /> <br />Council and the Social Development Commission. <br /> <br /> Mrs. Reese stated that she felt the review process is valuable but should <br /> <br />be refined. <br /> <br /> Mrs. Gleason questioned whether a coordinated review process could be <br /> <br />done with the County, but Mr. Buck responded that the County has no counter- <br /> <br /> <br />
