ORDINANCE: <br />CHANGE IN <br />ASSESSMENT <br />OF CERTAIN <br />PERSONAL <br />PROPERTY <br /> <br />ORDINANCE: <br />CLOSING A <br />PORTION OF <br />AN ALLEY <br />SOUTH OF <br />EDGEHILL <br />RD. <br /> <br />ORDINANCE: <br />TO CONFORM <br />INDUSTRIAL <br />WASTE DIS- <br /> <br /> Mr'. Hendrix stated that this ordinance was changed in response to a change <br /> <br />in the State Code. <br /> <br />Mr. Wiley stated that owners of rental property are in favor of the change. <br />On motion by Dr. Gunter, seconded by Dr. Hall, the ordinance entitled "AN <br />ORDINANCE TO AMEND AND REORDAIN SECTION 2-.51 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, RELATING TO ASSESSMENT OF PERSONAL PROPERTY" was offered <br />and carried over to the next meeting for consideration. <br /> <br /> Mr. Hendrix stated that viewers had been appointed and reported no objections <br /> <br />to the closing. Mr. Hendrix added that Community Development had recommended that <br />the two lots owned by Rev. Lee be recorded as one because closing of the alley <br />would no longer provide access to one of the lots. <br /> <br /> Rev. Lee stated that he did not oppose combining the lots and it was agreed <br /> <br />that he would discuss the matter with Mr. Wiley before the second reading. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the ordinance entitled "AN <br />ORDINANCE CLOSING, VACATING AND DISCONTINUING A PORTION OF AN ALLEY SOUTH OF EDGEHILL <br />ROAD" was offered and carried over to the next meeting for consideration. <br /> <br /> Mr. Hendrix stated that the City must approve the ordinance in order to conform <br />with federal regulations. Mr. Hendrix stated that changes inclUded: 1) technical <br /> <br />CHARGE REGU-changes such as new definitions, 2) procedural changes making the Rivanna Water and <br />LATIONS TO <br />NEW FEDERAL Sewer Authority the appellate board instead of Council as they have more expertise. <br />REQUIREMENTS <br /> Mr. Barnes recommended amending Section 24-14.1 to read more clearly. <br /> <br /> Mr. Wiley recommended replacing the word "scuttle" with "manhole." <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN ARTICLE II OF CHAPTER <br /> 2.4 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976 (AS AMENDED) TO CONFORM INDUSTRIAL <br /> WASTE DISCHARGE REGULATIONS TO NEW FEDERAL REQUIREMENTS; REPEALING SECTIONS 24-15, <br /> 24-16, 24-17, 24-~18, 24~20, and 24-25; AMENDING SECTIONS 24-12, 24-14, 24-19, 24-21, <br /> 24-22, 24-23 AND 24-24; AND ADDING NEW SECTIONS NUMBERED 24-14.1, 24z14.2, 24-14.3, <br /> 24-20.1, 24-.20.2, 24-20.3, 24-20.4, 24-20.5, 24-20.6., 24-26, 24-27, 24428, 24-29 AND <br /> 24-30," as amended, was moved by Mrs. Gleason, seconded by Dr. Hall and carried over <br /> to the next meeting for consideration. <br />PUBLIC There were .no matters by the public. <br /> <br />OTHER Dr. Gunter stated that because she was absent at the previous meeting, she wished <br />BUSINESS <br /> to congratulate Mr. Buck and Mrs. Gleason on their election as Mayor and Vice-Mayor. <br /> <br /> Dr. Gunter added that she wished to clarify a statement in the paper which indicated <br /> she did not want to be Mayor. Dr. Gunter stated her intention had been to say that <br /> because of Mr. Buck's and Mrs. G.
