On a question 'from Dr. Gunter concerning previous electrical and mechanical deficiencies at the High School, Mr. Jimmie Dunbar of the School Administration, responded that the situation had improved significantly. Dr. Cibbarelli introduced Ms. Helen Stiff, the newly appointed principal at Buford Junior High School and Dr. Richard Greig, the newly appointed principal at Charlottesville High School. Ms. Mary Reese, Assistant Superintendent of Schools, reported on the recently held Education Issues Forum attended by approximately 200' participants who represented a cross-section of the communitX. Ms. Reese listed the five major issues that had been identified at the forum: 1) articulation, or looking at the total school process, 2) parental/community involvement, 3) race relations, 4) student involvement and activities, and 5) curriculum re'levancy. Ms. Reese added that the School Administration was taking these issues into serious consideration in their planning process and that a task force would follow up on the ideas identified at the forum. Mr. Dunbar summarized the progress on the gymnasium, auditorium, and landscaping projects at Charlottesvil' hoo~l. The meeting was adjourned. Gunter. Absent: Dr. Hall. On motion by Dr. Gunter, seconded by Mrs. Gleason, the resolution authorizing bonds for Pi Kappa Phi Renovation Associates was unanimously approved by Council. WHEREAS, the Charlottesville Redevelopment and Housing Authority (the "Authority") has considered the application of Pi Kappa Phi Renovation Associates, a Virginia limited partnership, Post Office Box 9012, Charlottes- ville,. Virginia 23906-9012 (the "Partnership") for the issuance of the Authority's bonds pursuant to the Housing Authorities Law in the maximum amount not to exceed $350,000 (the "Bonds") to assist in the financing of the Partnership's acquisition and renovation of a 6,000 square foot residential facility-(the "Facility',) for lease to Beta Upsilon Chapter'of Pi Kappa Phi Fraternity, .Inc.., a Virginia non-stock corporation, and to individuals to be located at S1.0 Rugby Road in the Central City Development District in the City of Charlottesville, Virginia (the "City") and has held a public hearing thereon on July 23, 1984, a date within~60 days prior to. the date of adootion of this resolution; WHEREAS, the Authority has requested the Council of the City of Charlottesville, Virginia (the "City Council") to approve the issuance of the Bonds. to comply with Section 103(k) of the Internal Revenue Code of 1954, as amended; and WHEREAS, a copy of the Authority's resolution approving the issuance of the Bonds and its recommendation with respect thereto, a record of the public hearing and the Fiscal-Impact Statement required by Paragraph 2 of Chapter 514 of the Acts of the General Assembly of Virginia of 1983 have been filed with the City Council; ~E IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, VIRGINIA:
