399 <br /> <br />public hearing and the Fiscal Impact Statement required by Paragraph 2 of <br />Chapter S14 of the Acts of the General Assembly ~of Virginia of 1983 have <br />been filed with the City Council; <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, VIRGINIA: <br /> <br /> 1. The City Council approves the proposed issuance ~of the Bonds by <br />the Authority for the benefit of the Partnership, to the extent required by <br />the federal law referred to above, to permit the Authority to assist in the <br />financing of the Facility. <br /> <br /> 2. The foregoing approval of the proposed issuance of the Bonds does <br />not constitute an endorsement of the Bonds, the financial viability of the <br />Facility or the creditworthiness of the Partnership. The Bonds shall orovide <br />that neither the Commonwealth of Virginia, the City nor the Authority shall <br />be obligated to pay the Bonds or the interest thereon or other costs incident <br />thereto except from the revenues and moneys pledged therefor and neither the <br />faith and credit nor the taxing-power of the Commonwealth, the City or the <br />Authority shall be pledged thereto. <br /> <br /> 3. This Resolution shall take effect immediately upon its adoption. <br /> <br /> Mr.'George Ray, Economic Development Coordinator, reported on the status <br />of industrial development bonds. Mr. Ray stated that the Governor has. made <br /> <br />no-decision on th~ allocation system, but expected that localities would be <br /> <br />allocated a minimum of S0% of the per capita allowance. Mr. Ray added that <br /> <br />it was projected that student loan bonds would remain unissued and would be <br /> <br />returned to the localities. Mr. Ray stated that most localities were dealing <br />with issuing bonds on a first, come, first served~basis until a final decision <br /> <br />on the allocation system is made. <br /> <br /> Mr. Wiley, City Attorney, recommended approving only those projects which <br />were felt to be viable and considering whether the projects might be built with <br />conventional financing. <br /> <br />Council agreed to consider the pending bond issues at' the next appropriate <br /> <br />meeting. <br /> <br /> The meeting was adjourned. <br /> <br />President <br /> <br />COUNCIL CHAMBER August 6, 1984 <br /> <br />MINUTES <br /> <br />Council met in regular session on this date with the following members <br /> <br />present: Mr. Barnes, Mrs. Gleason, <br /> <br /> On motion by Dr. Hall, seconded <br />unanimously approved as corrected. <br /> <br /> On motion by Dr. Gunter, second <br />were unanimously approved as present <br /> <br />)r.
