4'02 <br /> <br />Mrs. King stated her support of enforcement of the four-person limit in <br />business zones. <br /> <br /> Mr. Steve Clark, Vice-President of the University of Virginia Student <br />Council, opposed the ordinance for the following reasons: 1) prices for <br />rental uni:ts close to the University will increase, 2) other communities <br />that enforce the four-person limit have either more on-campus housing <br />or better parking facilities, 3.) the problem will spread and 4) as the <br />drinking age is increased, the drinking done a.t private parties will <br />spread throughout the community. <br /> <br /> Ms. Meredith Richards of Trailridge Road and speaking for the Johnson <br />Village Neighborhood Association, opposed the .trend toward rental property <br />in her neighborhood and urged'increased enforcement in the R-1 and R-2 <br />zones as well as enforcement in the R-3 zone. <br /> <br /> Mr. Tom McCrystal opposed the ordinance for the following reasons: <br /> <br /> 1) he felt the ordinance may circumvent the constitution, 2) he did not <br /> feel it was fair to hold a public hearing when the students are away, <br /> <br /> amd 3) he felt it would create an added enforcement problem. Mr. McCrystal <br />-suggested further study of the matter. <br /> <br /> Mr. Jim Grill of 516 BrandOn Avenue, stated that he felt the ordinance <br /> was a simplistic solution to the problem and recommended using square <br /> footage of units as a guide for numbers allowed. <br /> <br /> Mr. Robert Brugh of 1704 Old Forge Road, stated that he felt many <br /> students preferred group living as it was a major part of~ their social <br /> lives. <br /> <br /> Mr. Calvin Williams from the Venable neighborhood, spoke in favor <br /> <br /> of the ordinance as he felt landlords are making their living.s at the <br /> expense of the neighborhoods and are subject to very little control. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Dr. Hall stated that he felt there were serious problems and that <br /> <br /> the ordinance would correct many of them. <br /> <br /> Dr. Gunter moved the ordinance entitled "AN ORDINANCE TO AMEND AND <br /> REORDAIN SECTIONS 31-3, 31-27 AND 31-28, AS AMENDED, ©F THE CODE OF THE <br /> CITY OF CHARLOTTESVILLE, 1976, AND TO ADD SECTIONS 31-28.1 AND 31-265.1 <br /> RELATING TO USES ALLOWED BY RIGHT AND BY SPECIAL P~RMIT IN R-3 RESIDENTIAL <br /> DISTRICTS, AND TO TH~ APPLICABILITY OF THE D~FtNI'TION OF "FAMILY" UNDER <br /> THE CITY ZONING ©RDtNANC~, AND PROVIDING FOR THE CONTINUATION OF CERTAIN <br /> USE.S." Dr. Hall seconded the motion. <br /> <br /> Mrs. Gleason stated that a great deal of thought had gone into this <br /> problem and added that she felt that the addition of new dorms at the <br /> University of Virginia would ease some of the demands for housing. <br /> <br /> Mr. Wiley stated that while there was no provision for granting a <br /> special permit for units designed for more than four persons, one could <br /> be drafted. <br /> <br /> Mr. Barnes stated that he felt an effort should be made to accommodate <br /> some of the concerns raised and to make granting of a special permi.t a <br /> smooth process, perhaps a process that would include granting a permit on <br /> a parcel rather..than dwelling unit basis. <br /> <br /> <br />
