480 <br /> <br />APPROPRIATION: <br /> <br />1984 YEAR END <br />APPROPRIATIONS <br />(2nd reading) <br /> <br />Dr. Gunter asked Mr. Huja if engineers were present at the May 3, <br /> <br />1984 meeting. <br /> <br />Mr. Huja replied that engineers were present. <br /> <br />Mr. Wiley stated that the matter went before the Planning <br /> <br />Commission because the content of the site'plan had not been agreed <br /> <br />on. <br /> <br />In respone to comments made by Mr. Bruton, Mr. Wiley stated <br /> <br />that staff had 'spent countless hours trying to arrive at a resolution <br /> <br />of the matter and that whatever decision City Council makes will be <br /> <br />enforced. <br /> <br />Mr. Barnes stated that he felt there was no question that the <br /> <br />church had acted imprudently. Mr. Barnes stated that he felt the <br /> <br />Planning Commission had erred on the side of caution but that the <br /> <br />decision was not unreasonable. Mr. Barnes moved to uphold the Planning <br /> <br />Commission's decision. <br /> <br />Dr. Gunter seconded the motion to upphold the Planning Commission's <br /> <br />decision. <br /> <br />Dr. Hall stated that he would support reversal of the Planning <br /> <br />Commission's decision because staff had recommended that less rip rap <br /> <br />be required and because the rip rap was too expensive. Dr. Hall added <br /> <br />that he felt the Planning Commission was penalizing the church for <br /> <br />their earlier actions. <br /> <br />The Planning Commission's decision on the Cherry Avenue Christian <br /> <br />Church site plan was upheld by the following vote. Ayes: Mr. Barnes, <br /> <br />Mrs. Gleason, Dr. Gunter. Noes: Dr. Hall. Abstaining: Mr. Buck. <br /> <br />There was a discussion of the budgeting of the fee-based recreation <br /> <br />programs. <br /> <br />The 1983-84 Year End Appropriation which was offered at the <br /> <br />meeting of February 4'th was approved by the folloWing vote. Ayes: <br /> <br />Mr. Barnes, Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr..Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the city of Charlottesville, <br />Virginia, that the actions hereinafter set forth are hereby <br />authorized with respect to the accounts of the City herein listed, for <br />the fiscal year ended June 30, 1984. <br /> <br />1.
