PUBLIC <br /> <br />OTHER BUSINESS <br /> <br />STAFF REPORT: <br /> <br />REQUEST: <br />AUTHORIZING WAIVER <br />ALLOWING JUDGE <br />PICKFORD TO HEAR' <br />CASE AGAINST BOARD <br />OF ZONING APPEALS <br />AND EXXON <br /> <br />WORK SESSION: <br />CHARLOTTESVI'LLE <br />SCHOOL BOARD <br />PROPOSED <br />BUDGET <br /> <br /> There were no matters by the public. <br /> Mr. Hendrix gave a status reporton the Corner parking situation: <br />staff has been investigating short-term~s°luti°ns and gathering <br />information on lot and street parking and will be meeting with Corner <br />merchants and Venable Neighborhood Association representatives. Mr. <br />Hendrix stated that the long-term study would begin within 30 days. <br /> .Mr. Wiley stated that Judge Pickford would have to diSqualify <br /> himself from hearing the suit the City had filed against the Board <br /> of Zoning ~ppeals and Exxon because his wife owns stock in Exxon <br /> unless council agrees to. a waiver. Mr. Wiley recommended that the <br /> waiver be signed to allow Judge Pickford to hear the case. <br /> Mr. Barnes made a motion to authorize signing a waiver allowing <br /> Judge Pickford to hear the case, Dr. Gunter seconded the motion and <br /> it was unanimously approved by Council. <br /> On motion by Dr. Gunter, seconded by Dr. Hall,.Council unani- <br /> mously voted to meet in execu%ive session to discuss potential <br /> litigation as exempted by Section 2.1-344(a)(6)~ of the Virginia <br /> Freedom of Information Act. <br /> The meeting was adjourned to a work session with the Charlottes- <br /> ville SchoOl Board in the basement conference room following the <br /> executive session. <br /> Mrs. Gleason a'sked for an explanation of elementary school <br /> tuition for summer sc~o01. <br /> Dr. Vincent Cibbarelli, .Superintendent of Schools, r~plied <br /> <br /> that no tuition is charged and that only remedial work is offered. <br /> Mr. Buck questioned whether the School Board felt there would <br /> be~pressure for increased funding on localities on the near future~. <br /> Er. Cibbarelti replied that an increase in state funds was <br /> anticipated for the next few years because of the State's commitment <br /> to improve education. <br /> Mr.. Buck questioned how the School~Board saw .the issue of <br /> teacher pay as related to compensation interfacing with the budget. <br /> Dr. ¢ibbarelli replied that teacher salaries and performance <br /> was being addressed in three phases: 1) provide professional <br /> salaries, 2) investigate career ladder incentive programs, 3) study <br /> merit plans. <br /> Ms. Alicia Lugo, Chairman of the School Board, stated that <br /> offering career ladder·- opportunities may be more realistic than <br /> implementing a successfUl merit plan. <br /> On a question by Mr. Barnes concerning the .community relations <br /> position job description, Dr. Cibbare~lli replied that a rough <br /> de.scription had'been drafted as follows: 1) act as .liaison with <br /> various segments of the community to bring schools and the community <br /> together, 2) public relations, and 3) coordinate volunteers. <br /> Ms. Lugo stated that she felt a sense of progress in the school <br /> system because of the active support of the community. <br /> The meeting was adjourned. <br /> <br />President Clerk <br /> <br /> <br />
