Mr. Buck asked Mr. NorriS'whether some of the matters other than <br /> mass or scale of the building might be subject to later adjustment in <br /> particular he questioned whether the brick detailing might be provided <br /> at a later time. <br /> <br /> Mr. Norris replied that the brick details has been available in <br /> his office as had been agreed at the board meeting. Three board <br /> members come to see those details. He stated that he had chosen to <br /> use a running bond for simplicity. <br /> <br /> Mr. Buck asked whether that could be changed and Mr. Norris <br /> replied that he did' not wiah to use a more complicated bond. <br /> <br /> Mr. Gatewood inquired whether it would be possible to use some <br /> other type of brick work for part of the building and Mr. Norris <br /> replied he did not believe this would be desirable. <br /> <br /> Mr. Buck then asked aboun the arches at the corner of Third <br /> <br /> and Jefferson Street and expressed concern whether the scale of these <br /> had a relationship to the surroundings. <br /> <br /> Mr. Norris replied that he had added these arches in response <br /> <br /> to concern over the relationship of that corner of the building to the <br /> Roman Catholic Church and the Synagague on the opposite corners. He <br /> noted that this concern was the type of aesthetic matter which was <br /> open to debate and personal preference. <br /> <br /> Mr. Buek inquired whether it would be possible to brea~ up the <br />mass of the Thi=d Street facade in some manner. <br /> <br /> Mr. Norris replied that in order to meet the requirements of the <br />developer for a particular number of dwelling~units it was necessary <br />to have one side of 'the building with an uninterrupted facade. He felt <br />the Third Street side was the best side for this because it faced only <br />the Synagague and an open parking lot. He stated that a change in <br />orientation of the building would cause problems with wind and would <br />provide a less pleasing view from the plaza. <br /> <br /> Mr. Buck inquired whether some of the balconies on the Third <br />Street facade could be converted to bay windows. <br /> <br /> Mr. Norris replied that many people had a psyd~hological aversion <br />to floor lenght windows on upper stories and he Believed that this <br />would make some of the units more difficult to market. <br /> <br /> Mrs. O'Brien inquired whether the videotape presentation showing <br />the relationship of the building to its surroundings gave an accurate <br />presentation of its scale. <br /> <br /> Mr. Norris replied that the videotape presentation presented the <br />building as slightly larger than its actual~.size, but was "almost <br />accurate,'~' He stated that the accuracy was within three feet. <br /> <br /> Mrs. O'Brien asked whether the three foot measure applied to the <br />total height of the building and Mr. Norris replied that it did. <br /> <br /> Mr.~Albro stated that in his opinion the board had worked very <br />hard on this project and that the review process had been a beneficial <br />one. He felt the plans now befor.e the Council were far ~more pleasant <br />to look at and far more compatible with the neighborhood than the <br />original proposal. He felt the credit for these improvements was due <br /> <br /> <br />
