SPECIAL MEETING <br /> <br />1,3 <br /> <br /> Mr. Gatewood com~ed that the format of the School Budget has,~ <br /> been greatly improved and was much easier to understand. He questioned <br /> whether the Community Education Program belongs in the School System and <br /> made reference to the proposed expenditure of $7,500 for the Community <br /> Education Program. <br /> <br /> A general discussion ensued as to the merits of the program with <br /> Ms. Holloway addressed the educational value and the fact it was the <br /> opinion of the majority of the School Board members that a coordinator <br /> of the program is necessary. <br /> <br /> Mr. Buck noted that approximately 24% of the 10th graders in <br /> Charlottesville School System failed to pass the statewide competency <br /> test administered earlier in the school year. He voiced his concern <br /> that almost two-thirds of those filing the test were minorities. <br /> <br /> Mr. Buck asked the school representatives if they felt sufficient <br />resources and programswere provided in the proposed budget to correct <br />what he considered to be.some what of a failure of the school system. <br /> <br /> Dr. Ellena and Dr. Jennings answered affirmatively stating that it <br />was the school boards intent to concentrate on basic learning skills for <br />under achievers. <br /> <br /> Mr. Kessler .remarked that the present~,school board and previous <br />school boards had been attempting to correct this disparity in <br />achievement between the group that Mr. Buck made reference to and <br />other school pupils. Mr. Kessler pointed out that he did not want to <br />leave Council with the impression that this was a situation with any <br />quick and simple solution. <br /> <br /> A brief discussion then followed as to merits of the funding <br /> <br />level of the various remedial programs offered in the school system. <br /> <br /> The Mayor thanked the members of the school board and others <br />present at the hearing and explained there would be no decisions made <br />until further study by Council and if any Councillors had additional <br />questions they could contact Pr.
