Public hearings re: <br />City and School Budgets <br /> <br /> The Council met in special session on this date with the following <br />members present: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. <br />O'Brien. Absent: None. <br /> <br /> A public hearing was held on this date on the proposed City and <br />School Budgets for fiscal year 1979-80. <br /> <br /> The City Manager stated that the public hearing was being held on <br />proposed use of Co~mnunity Development Revenue Sharing Funds as well <br />as the City and School Budgets. He stated the City will received <br />$1,045,000 in revenue sharing funds for the next fiscal year and there <br />is a carry over of $163,833 as of June 30, 1978. He stated the City <br />proposes the following uses~ for the balance and entitlement funds due <br /> <br />in fiscal year 1980. <br /> <br />Fire Department <br />Police Department <br />Street Maintenance <br />Transit <br />Refuse Collection <br /> <br />$400,000 <br /> 400,000 <br /> 200,000 <br /> 108,833 <br /> 100,000 <br /> <br /> The Mayor afforded anyone present an opportunity to speak either <br /> <br />for or against the proposed budgets. <br /> <br /> Mr. Chris Devan speaking on behalf of the City members of the Library <br />Board requested that $3,395 be restored to the Library Budget in order <br />to keep the Children"s Room open at night. <br /> <br /> Mr. Robert Eskanazy, Mrs. Karen Keuhl, Ms. Randi Lockwood and <br /> <br />Ms. Alexia Williams also spoke in support of the Library request and <br /> <br />urged the Council to restore the funds. <br /> <br /> Ms. Kay Peaslee also spoke in support of the Library request <br /> <br />and also requested that the Council include funds for building new <br /> <br />sidewalks. <br /> <br /> Mr. C. E. Anderson commended the Council for this years budget, <br /> <br />but suggested that consultant fees and the contingency funds could <br />be cut and reduce the tax rate by 3¢. He also suggested that the <br />utility tax be cut to 8%. <br /> <br /> Mr. Lloyd Wilson requeated support for JAUNT in the amount of <br /> <br />$12,000. He stated that this would be used as matching funds for <br />an UMTA grant and would allow JAUNT to furnish transportation for <br />wheelchair bound people. <br /> <br /> Mr. Ernest Larsen complemented the staff on the preparation <br /> <br />of the budget document. He questioned the Capital Improvements <br />budget and also suggested that consultant fees could be cut by <br />$60,000. <br /> <br /> Mr. Ben Bates speaking for the Citizens for Quality Education <br /> <br /> strongly supported the School Budget and adequate teacher salaries. <br /> <br />He stated that the budget seems to refleCt fiscal responsibility and <br /> <br /> School Board has acted responsibily in its request to Council. <br /> the <br /> ~_J <br /> Ms. Donna Goings, President of CEA, Mr. Michael Kuehl, Mr. William <br /> <br />Johnson, Mr. Jim Kister-, Rev. R. A. Johnson, Ms. Kay Reed~spoke in <br /> <br /> strong support of the School Budget and urged that it be funded in full. <br /> <br /> <br />
