Public Hearing re: <br />Transit Grant <br /> <br />A public hearing was held on this date on an application for <br /> <br />Capital Operating and Administrative Grants for the Mass Transit <br /> <br />System in Charlottesville through Section 18 of UMTA and State Resources. <br /> <br />The City Manager stated that some months ago the City filed a <br /> <br />grant application with the Urban Mass Transit Administration for funds <br /> <br />principally to purchase new buses. He stated that the process for <br /> <br />submitting grants has now changed and the submissions now are through <br /> <br />the State Department of Highways and Transportation, who have recently <br /> <br />advised us of their requirements for submission of grants, one of <br /> <br />which is to hold a public hearing. He stated the~application is <br /> <br />substantially the same as before which is for funds to purchase five <br /> <br />mid-size buses, 31-35 passenger and for operating funds and administrative <br /> <br />expenses. <br /> <br />Mr. Joe Johnson, 1100 Avon Street asked if the five new buses <br /> <br />would improve the headway of the transit system or just replace the <br /> <br />smaller buses now in operation. <br /> <br />Mr. Johnson was told that the five new buses would be used on <br /> <br />existing routes and would not offer any better headway, but would allow <br /> <br />for more passengers at peak hours when the smaller buses are sometimes <br /> <br />over crowded <br /> <br /> Mr. Johnson also asked if these funds w~ <br />more drivers and was told this would not inc] <br />of the buses except the difference between o! <br />versus the cost of operating the mid-size bUt <br /> <br />Mr. Lloyd Wilson, Executive Director of <br />supports the Section 18 application and feel~ <br /> <br />~uld provide for hiring <br /> <br />~ease the operating cost <br /> <br />~erating the small buses <br /> <br />;es o <br /> <br />JAUNT stated that JAUNT <br /> <br /> the two systems are <br /> <br />complimentary and not competitive. <br /> <br />No one else spoke for or against the grant application. <br /> <br />A motion by Mr. Buck, seconded by Mr. Albro that Council authorize <br /> <br />submission of the revised a'pplication in light of the public hearing, <br /> <br />was unanimously adopted. <br /> <br /> WHEREAS, this Council has previously authorized the City <br />Manager to submit'a grant application for capital funds for the <br />purchase of five (5) thirty-one passenger transit buses; and <br /> <br /> WHEREAS, such original approval did not include the request <br />that such buses be equipped with lifts of accommodate individuals <br />using wheel chairs; and <br /> <br /> WHEREAS, such original grant application was submitted under <br />procedures differenn from those now in effect under applicable <br />federal and state law, thus necessitating certain amendments to such <br />grant application; and <br /> <br /> WHEREAS, such amended grant application has been the subject <br /> a ' <br />of a public hearing duly dvertlsed and conducted as required by law <br />on July 2, 1979; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br />Virginia: <br /> <br /> (a) That the City Manager is hereby authorized to submit, <br />through the property channels, such amended grant application and all <br />related documents and materials deemed necessary to receive an urban <br />mass transit administration grant for the purchase of five (5) thirty- <br />one passenger transit buses equipped with wheel chair lifts, one van <br />equipped for the handicapped, ten (10) shelters, one hundred (100) <br />signs, twenty (20) benches and five (5) radios; <br /> <br /> <br />
