Presentation re: <br />Resolution Honoring <br />Shirley Talbert <br /> <br />was not required, but is being furnished and has fUrther increaaed <br />the reliability of Jefferson Cable Service; provision ~is being made <br />to' microwave Channel 3 to provide a better signal and provision is <br />being made to improve the NBC feed through Channel 29. <br /> <br /> Mr. Connley stated that over a year ago..Jefferson Cable rebuilt <br /> <br />its system here in Charlottesville and now has the channel capacity <br />to provide a multitude of additional services that have recently <br />become available via satellite. He stated they are prepared to <br />enter into immediate negotiations with the City for delivery of <br />these types of services to its subscribers in Charlottesville. <br /> <br /> The following is a list of services which they feel would be <br /> extremely attractive in Charlottesville in addition to their present <br /> line up of channels: 1. Commercial television stations subject <br /> to change in FCC rules, either Channel 17 Atlanta, Georgia, WOR <br /> New York City, WTM Chicago or KTVU San Francisco; 2. Christian <br /> Broadcast Network; 3. Madison Square Garden; 4. Nickelodeon <br /> Entertainment and Sports Network; 5. C-span; 6. Satellite program <br /> network, either UPI, AP or reuters news wire; 7. public access <br /> channel; and 8. two preimum pay television services. <br /> <br /> He stated in addition to the foregoing the company can envision <br /> some of the following as~_.services that may be forth coming as the <br /> technology is perfected and is economincally viable. '1. security <br /> alarm systems; 2. health care ~monitoring; 3. energy management~ <br /> <br /> 4. traffic control; and 5. data communication transfer. <br /> <br /> Mr. Christianson spoke principally on only allowing one cable <br /> <br /> system as opposed to~two competitive systems. <br /> <br /> Mr.. Gatewood asked when the new services would be available in <br /> ease Jefferson Cable were granted this franchise. <br /> <br /> Mr. Connley answered that as soon as an appropriate franchise <br /> could be negotiated, the company is prepared to place orders for <br /> the equipment and hardware to provide the services immediately upon <br /> delivery of the hardware. <br /> <br /> Mr. Don Bent, spoke on'behalf of Jefferson Cable and Mr. Jack <br /> Darrell spoke on behalf of allowing competition. <br /> <br /> The Mayor announced that the Council would make a decision at <br /> <br /> the first meeting in August as to the method to be employed in awarding <br /> a franchise or franchises. <br /> <br /> On motion by Mrs. O'~Brien, seconded by Mr. Albro the following <br /> resolution was unanimously adopted. <br /> <br /> WHEREAS, a Rape Crisis Team was organized at the University <br /> of Virginia in response to the need for professional attention to <br /> ~the problems experienced by victims of rape; and <br /> <br /> WHEREAS, Shirley Talbert has been a member of this team <br /> since January, 1975, providing emotional support and professional <br /> care and attention to victims of rape, at all hours of the day and <br /> night, throughout the week; and <br /> <br /> WHEREAS, Shirley Talbert has on many occasions taken it <br /> upon herself to go beyond the confines of this program to provide <br /> safe housing, clothing and other necessities for victims she has <br /> helped, at her own expense; and ~ <br /> <br /> <br />
