89 <br /> <br /> The Council shall strive to appoint members to the Commiss%on <br />who have a strong interest in and knowledge of social concerns. The <br />members Shall be available to attend regular meetings as well as <br />to work on special projects. The Council shall appoint eleven members <br />and strive to balance the Commission in terms' of geography, race, <br />income, age and sex. <br /> <br /> Of the eleven members five shall be appointed from the <br />following special categories: <br /> <br />(a) One member of the City School Board or person designated <br /> by the Board. <br />(b) One member of the University of Virginia Student'Council, <br /> or person designated by the Student Council. <br />(c) One member of the University of Virginia faculty or <br /> administration. <br />(d) One low-income resident of the City. <br />(e) One member of the City Planning Commission. <br /> <br /> The remaining six persons appointed to the Commission shall <br />be members of or have interest in one or more of the following <br />groups: <br /> <br />(a) City Churches <br />(b) Youth <br />(c) Persons 60 years of age or older <br />(d) Voluntary service organizations <br />(e) Social Services agencies <br />(f) Business or business organizations <br />(g) Persons experienced in dealing with concerns of <br /> health, employment~ safety and justice, culture <br /> and communications, or handicapped persons. <br /> <br /> It shall be the policy of the Council to permit existing <br />members of the Commission to continue to serve until the ends of <br />their terms and to replace such presenn members with persons from <br />the foregoing categories as vacancies arise. <br /> <br />Consideration re: <br />Ordinance - Taxicab <br />financial reports <br />and rate change requests <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN CHAPTER <br />27, AS AMENDED, OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />BY ADDING SECTIONS 27-14.1 AND 27-21,1 RELATING TO Ai~NUAL FINANCIAL <br /> <br />REPORTING BY TAXICAB OPERATORS AND CONSIDERATION OF CHANGES IN <br /> <br />ESTABLISHED TAXICAB FARES," was offered by Mrs. O'Brien, seconded by <br />Mr. Albro and carried over to the next meeting for consideration. <br /> <br />Mr. Levy Clark, an independent taxicab operator~ spoke in <br /> <br />opposition to the requirements of the ordinance pertaining to <br />financial reports which must be filed. <br /> <br /> Mrs. Lila Farmer owner and operator of Farmer's Taxi suggested <br />that in the future when a fare increase is requested that it be done <br /> <br />by a committee composed of taxi cab users, some of the smaller <br /> <br />taxi operators, possibly a member of the City Council and Mr. Beskin. <br /> <br />Executive Session <br /> <br />A motion by Mr. Gatewood, seconded by Mr. Albro that Council <br /> <br />meet in executive session to discuss a matter exempted by.Section <br />2.1-344(a)(1) of the Virginia Freedom of Information Act, was adopted <br />by the following recorded vote~ Ayesl Mr. Albro, Mr, Brunton, Mr. <br /> <br />Buck, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br />On motion the meeting adjourned. <br /> <br /> <br />
