Consideration re:
Appropriation for
Charlottesville School
Board

The Council met in special session on this date with the
following members~present: Mr, Albro, Mr. Brunton, Mr. Buck and
Mrs. O'Brien. Absent: Mr. Gatewood.

The Mayor announced that the meeting had been called to consider
a special appropriation for the Charlottesville School Board.

Dr. Richlard Jennings address.~d~the Council and reminded the
Council that last spring tke School Board included as part of its
1979-80 budget request a $40,608 item to permit the swift
emloyment..of additional staff if the presence of handicapped pupils
or large class room enrollments in the fall made this advisable,
He stated that City Council reduced the school budget by $40,608
and the School Board subsequently eliminated this line item from
its budget. However, the Council did advise the Board that if
the need arose, the board should return to Council and request
the needed funds. He stated large class ~nrollments have developed
this fail at Burnley-Moran, Johnson, Venable and Charlottesville
High School. To alleviate the problems generated by these
large classes, as well as to permit improved instruction, the
school board is here, tonight to formally request that a supplemental
appropriation,-in the amount of $61,250, to permit the employment
of three full-time elementary teachers, three full-time kindergarten
aides and a 1/6th-time math teacher at Charlottesville High School.
He stated the board proposes to finance a needed 1/6th-time
driver education teacher at Charlottesville High School from present
fundS.

Mrs. O'Brien asked if a kindergarten class was being added at
Burnley-Moran rather than combining a kindergarten class with a
first grade class.

Dr. Jennings answered that the board would like to add a

third kindergarten class, there are presently two kindergarten
classes at Burnley-Moran, but the enrollment is larger than 25
to 1 ration,

Mr. Albro asked if it were possible to provide two aides

for the kindergarten Class rather than create an additional class.

Drt Jennings answered that he did not know if-that would be
permissable, but he would assume that would be an educational
decision.

Dr. Ellena stated that tO add two aides would be much less
desirable.

On motion by Mrs, 0'Brien, seconded by Mr. Albro the following
resolution was offered and carried over to the next meeting for
consideration.
