Consideration re: <br />Appropriation for <br />Charlottesville School <br />Board <br /> <br /> The Council met in special session on this date with the <br /> following members~present: Mr, Albro, Mr. Brunton, Mr. Buck and <br /> Mrs. O'Brien. Absent: Mr. Gatewood. <br /> <br /> The Mayor announced that the meeting had been called to consider <br /> a special appropriation for the Charlottesville School Board. <br /> <br /> Dr. Richlard Jennings address.~d~the Council and reminded the <br /> Council that last spring tke School Board included as part of its <br /> 1979-80 budget request a $40,608 item to permit the swift <br /> emloyment..of additional staff if the presence of handicapped pupils <br /> or large class room enrollments in the fall made this advisable, <br /> He stated that City Council reduced the school budget by $40,608 <br /> and the School Board subsequently eliminated this line item from <br /> its budget. However, the Council did advise the Board that if <br /> the need arose, the board should return to Council and request <br /> the needed funds. He stated large class ~nrollments have developed <br /> this fail at Burnley-Moran, Johnson, Venable and Charlottesville <br /> High School. To alleviate the problems generated by these <br /> large classes, as well as to permit improved instruction, the <br /> school board is here,tonight to formally request that a supplemental <br /> appropriation,-in the amount of $61,250, to permit the employment <br /> of three full-time elementary teachers, three full-time kindergarten <br /> aides and a 1/6th-time math teacher at Charlottesville High School. <br /> He stated the board proposes to finance a needed 1/6th-time <br /> driver education teacher at Charlottesville High School from present <br /> fundS. <br /> <br /> Mrs. O'Brien asked if a kindergarten class was being added at <br /> Burnley-Moran rather than combining a kindergarten class with a <br /> first grade class. <br /> <br /> Dr. Jennings answered that the board would like to add a <br /> <br /> third kindergarten class, there are presently two kindergarten <br /> classes at Burnley-Moran, but the enrollment is larger than 25 <br /> to 1 ration, <br /> <br /> Mr. Albro asked if it were possible to provide two aides <br /> <br />for the kindergarten Class rather than create an additional class. <br /> <br /> Drt Jennings answered that he did not know if-that would be <br />permissable, but he would assume that would be an educational <br />decision. <br /> <br /> Dr. Ellena stated that tO add two aides would be much less <br />desirable. <br /> <br /> On motion by Mrs, 0'Brien, seconded by Mr. Albro the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> <br />
