Consideration: <br />Ordinance re: <br />~eauthorizing the <br />· ssuance of general <br />improvements bonds in <br />the amount of <br />$1,ooo,ooo <br /> <br />Consideration re: <br />Ordinance re: Rezoning <br />property on Ivy Road <br />from B-2 to B-3 -- <br />Denied <br /> <br />An ordinance entitled "AN ORDINANCE AMENDING AND REENACTING <br /> <br /> THE DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE <br /> OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE REZONING <br /> OF A PARCEL OF LAND LOCATED ON 14TH STREET~ N. W. IN THE CITY OF <br /> CHARLOTTESVILLE," which was offered at the meeting of the Council <br /> on July 2, 1979, was adopted by the following recorded vote. Ayes: <br /> Mr. Albro, Mr. Brunton and Mr, Gatewood. Noes: Mr. Buck and Mrs. <br /> O'Brien. <br /> <br /> The City Manager reminded the Council that on June 18, 1978, <br /> <br /> the Council authorized the issuance of one million dollars general <br /> improvement bonds for the purpose of providing the City's share <br /> of renovation of the library. He stated that the money has not <br /> been needed to date, but will be needed in the not too distant <br /> future and have put off the actual sale of bonds. He stated <br /> it is our intention to go to the market sometime in the next <br /> two' or three months and in order to do so the ordinance which was <br /> previously adopted needs to be readopted. <br /> <br /> An ordinance entitled "AN ORDINANCE AMENDING AND REORDAINING <br /> <br /> AN ORDINANCE ADOPTED ON JUNE 19., 1978, AUTHORIZING THE ISSUANCE <br /> OF ONE MILLION DOLLARS ($1,000,000) GENERAL IMPROVEMENT BONDS OF <br /> THE CITY OF CHARLOTTESVIL~, VIRGINIA, TO PROVIDE THAT THE BONDS <br /> AUTHORIZED THEREBY MAY BE ISSUED ON OR BEFORE JUNE 30, 1980 AND <br /> TO PROVIDE FOR THE CHANGE OF CERTAIN DESIGNATIONS AND DETAILS OF <br /> SAID BONDS," was offered by Mrs, O'Brien, seconded by Mr. Gate- <br /> wood and carried over to the next meeting for consideration. <br /> <br /> A communication was presented from the Planning Commission <br /> recommending that the petition to rezone from B-2 to B-3 the <br /> property located on the north side of IVy Road between Dynamics, <br /> Inc. and the Cavalier Inn to the C & 0 Railway tracks be denied <br /> for the following reasons: 1. it would be contrary to the <br /> <br /> 1990 Land Use Plan; 2. it will have a significant impact on the <br /> surrounding .area in terms of traffic; 3. the property suitable <br /> for the purposes for which it is presently zoned; 4. at present <br /> there are sufficient services available in the area to serve the <br /> present.needs of the residence; 5. there will be no significant <br /> increase in economic benefits to the City over the present zoning. <br /> <br /> Mr. Fred Landess, Attorney for the petitioner requested that <br /> action be deferred on this petition to allow the petitioner to <br /> send Council additional information. <br /> <br /> Mr. Frank Gary speaking for the Lewis Mountain Road Neighborhood <br />Association spoke in opposition to a deferral. <br /> <br /> Mr. Gatewood remarked that it has been proved before in many <br />other instances that as long as an issue is debated new points would <br />be brought up and new ways to 10ok at old points would be found and <br />it seems that if this decision is delayed both sides would have t~ <br />have an equal opportunity and that probably means a public hearing <br />and that could go on forever. He stated the public hearing has <br />been.held and the-Council has gotten sufficienn facts to make up <br />its mind so we should proceed with a decision. <br /> <br /> <br />
