Develop-
ment Corporation

COUNCIL MEETING ~ MONDAY, OCTOBER 15, 1979

The Council met in regular session on this date with the
following members present: Mr, Albro, Mr. Brunnon, Mr. Buck,
and Mrs. O'Brien. Absent: Mr, Gatewood.

The minutes of the meetings of September 17th and October 1st
were approved as presented.

The City Manager stated that he felt the City should in some-
way acknowledge those citizens ~no serve on boards and commissions
for long periods of time without compensation. He proposed that
each retiring board and commission member be given a framed
certificate signed by each member of the City Council thanking
them for their years of service. He estimated the cost of this
program would be approximately $400 a year and stated that
adequate funds already appropriated could probably be found to
fund the program for the balance of this year.

On motion by Mr. Albro, seconded by Mrs. O'Brien the program
as outlined by the City Manager, was unanimo, usly adopted.

The City Manager reported that part of the Start Hill
Neighborhood Program was to work in the area of economic development
and there were some general programs designed to stimulate
economic development in that geographical area as part of the
federal grant program. It was felt that one of the needs was
for a Local Development Corporation which would work with minority
buSinesses and would try to attract minority businesses to the
area and work with existing businesses. In connection with this
idea a request for proposals was drafted and distributed and there
was one proposal submitted that was by the Central Virginia
Development Corporation. This proposal was discussed sometime ago
and Council requested that before any of the funds were released
that this progra~n be brought back to Council for approval. He
stated the staff feels the proposal that was received is quite
general and is difficult to determine just how the funds will be
spent and specifically what kind of programs would be developed
with the money. He stated the staff has made some recom~endations
for the Council's consideration. He stated there are four ~
recommendations of staff as follows: 1. needs assessment of
