156 <br /> <br />Public Hearing: <br />Proposed McIntire Road <br />Project Location <br /> <br />made a recommendation and it appears that it has been accepted <br />without any question as to whether all of it or part of it or <br />something different might be used and he thinks it would be well <br />to get another opinion. <br /> On motion by Mrs. O'Brien, seconded by Mr. Buck the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottes- <br /> ville, Virginia, that the sum of $32,000 or as much thereof as may <br /> be required, is hereby appropriated from the unappropriated <br /> balance of the General Fund to Expenditure Account 01-61010-5406 <br /> for the purpose of providing additional services for hearing <br /> impaired students in the City public school system. <br /> <br /> A public hearing was held on this date on the proposed <br /> McIntire Road Project location. <br /> <br /> The City Manager reminded the Council that the required legal <br /> public hearing had been held by the State Highway Department last <br /> summer and the public hearing this evening has been instituted by <br /> the City Council to hear from members of the public before City <br /> Council addressed the issue of whether or not to approve the <br /> location of the road as proposed by the State Highway Department. <br /> He briefly outlined the proposed location starting at Preston <br /> Avenue and along the proposed route to Melbourne Road. He stated <br /> this project was first proposed in the Highway Thoroughfare Plan <br /> for the City of Charlottesville in 1967-68, it was approved by <br /> the Planning Commission and City Council in 1971 as part of the <br /> City's Thoroughfare Plan at that time. It is presently part of <br /> the study being done by the Highway Department and in all <br /> probability will be in the final recommendations to the Council <br /> and Board of Supervisors. He stated the route at this location <br /> is the existing McIntire Road with a proposal for some kind of <br /> grade separation at the 250 Bypass then continues along the <br /> eastern edge of McIntire P. ark to Melbourne Road. He also <br /> outlined the additions to the park since Mr. McIntire donated <br /> it to the City. <br /> <br /> Mr. Whittle Johnston outlined the gifts of Mr. Mclntire to <br /> the City and questioned the right to use a part of the park <br /> for the road. He stated that the quality of the planning has not <br /> been in proportion to the~magnitude of the p=oject. He stated <br /> his group is concerned about the cost and the damage to the <br /> neighborhood. <br /> <br /> Mr. Matt Murray stated that the legal issue needs to be <br /> eHplored and also stated that more important than the legal issue <br /> was the moral issue since the land was donated to the City for <br /> use as a park. He stated there has been no federal environmental <br /> impact study prepared for this project. He requested that <br /> the project be delayed so that the impact study statement can <br /> be completed. <br /> <br /> <br />
