He <br /> suggested that the citizens should be given an opportunity to <br /> have some input into planning of this road. <br /> <br /> Mr. Robert Vickery addressed the Council and stated that we <br />need to know more about what alternatives exist. He suggested <br />that some of the State Highway funds be used to study a perimeter <br />road on the north side of the City in close proximity to t~e <br />Rivanna River and also suggested that some of the funds be used <br />for improvements to West Main Street. He suggested that there <br />are two alternatives which should be studied and results presented <br />at another public hearing. One, what will happen in terms of <br />traffic flow in ten years if we don't build any road at all <br />through the park and second, what will happen if we don't do <br />any widening of McIntire Road at this time. He suggested that <br />Council table this vote for ninety days and in that period asked <br />the planning agencies to gather this data and have a public <br />hearing at which this data is presented. <br /> <br /> Mr. Yale Rabin stated that his main concern is also with <br /> <br />the planning issues. He stated that some of the principle <br />claims that have been made in support of the need for tmis road <br />are demonstrably false. He stated that experience throughout <br />the Country reveals that whenever new or improved radial roads <br />are provided connecting the downtown centers with the suburbs <br />the effect~has been to re-enforce the decentralization of <br />population and economic activity and accelerate the decline of <br />the central business district. He stated the road would <br />destroy precious park land and undermine the enormous commitment <br />to an investment in the preservation of a viable downtown. <br /> <br /> Mrs. Madeline~Manley speaking on behalf of the Ridge Street <br />Neighborhood Association expressed opposition to the proposed <br />road especially Ridge Street, because of the increased traffic <br />would be hazardous to the neighborhood. <br /> <br /> Mr. Malcolm Bell stated that Ridge Street should be recognized <br />as a landmark neighborhood and Should be protected as such. He <br />stated there is the risk that the environment will continue to <br />deteriorate because of noise, traffic and the hazards to pedestrians <br /> <br /> <br />
