17'7 <br /> <br />REGULAR MEETING <br /> <br />Approval of <br />Minutes <br /> <br />Staff Report re: <br />Audit Report for <br />1978-79 <br /> <br />Staff Report re: <br />Low Interest Rehab. <br />Loan Program for the <br />CBD <br /> <br />Staff Report re: <br />Housing Court Program <br /> <br /> COUNCIL CHAMBER - MONDAY, DECEMBER 3, 197'9 <br /> <br /> The Council met in regular session on this date with the following <br /> members present: Mr, Albro~ Mr. Brunton, Mr. Buck, Mr. Gatewood and <br /> Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meetings of November 5th and November 19th were <br /> approved as presented. <br /> <br /> Mr. Robert Sheets, Director of F~nance, addressed the Council and <br /> presented the Annual Financial Report for the Fiscal Year Ending June <br /> 30, 1979. He briefly reviewed the highlights of the report stating that <br /> the General Eund ended the year in a very strong position. He stated <br /> the Revenues increased 6,3% over the previous year and expenditures <br /> increased only 5%, which was well below the national average for <br /> increased expenditures over the previous year. He stated that real estate <br /> assessments increased 10.2% over the previous year, due to the City's <br /> policy of annual reassessments. The available fund balance at June 30th <br /> is in the amount of $3,882.859 an increase of over a half million dollars <br /> over the previous fiscal year. He stated that the remaining funds all <br /> finished the fiscal year in the black. The balance in the Capital Projects <br /> Fund is $2,078,376 of which $1,700,000 has been committed to continuing <br /> projects. <br /> <br /> The report was received and ordered filed with the minutes of this <br /> meeting. <br /> <br /> The City Manager advised the Council that staff has met with Mr. <br /> Maclin and his committee on the proposed low interest rehabilitation loan <br /> program for the Central Business District, He stated that ~r. Maclin <br /> has decided at this time not to request funds for attorneys fees since <br /> they~feel that the committee can do the work without employing an out- <br /> side attorney, which was originally proposed, He stated the staff is <br /> going to work with the subcommittee and hope that a program can be put <br /> together similar to the program in Lynchburg or using the best parts of <br /> that program and will be back to Council at a future date with a program. <br /> <br /> Mr. Buck requested that the staff explore the possibility of using <br /> this type of funding for starting businesses. <br /> <br /> Mr. Bill Mitchell addressed the Council and stated that City Council <br />and the City staff have been concerned that the City Housing Code is <br />efficiently and effectively administered in the courts. He stated one <br />of the measures recently considered at the request of Council has been <br />the Housing Court Progra. He stated the Housing Court Program is a <br />special court which would be set up to listen to and rule upon cases <br />of violation of the City Housing Code. He stated that an analysis of the <br />disposition of Housing Code violations in Charlottesville indicates <br />that housing code enforcement is not a court matter. Of 826 violations <br />sited in the past year 95% have been brought into compliance upon the <br />order of the City Inspections Division. The Inspections Division has <br />been forced to refer only 9 cases to the City District Court, which is <br />the court of jurisdiction. The remaining 29 cases are pending before <br />the Inspections Division. He stated according to these figures <br />establishment of a Housing Court would not be justified by the potential <br />work load. <br /> <br /> <br />
