180 <br /> <br />Consideration re: <br />Ordinance - Rezoning <br />property on Meadow- <br />brook Road from <br />R-1 to B-1 <br /> <br />Appropriation r~e: <br />School Board <br />$32,000 <br /> <br /> Mr. Huja stated that the Planning Commission has considered this <br />rezoning request and recommends that it be granted for the following <br />reasons: 1. it will not have a si~gnificant adverse impact on the <br />neighborhood; 2. it will be a continuation of a continuing strip of <br />B-1 buffer zone along the east side of MeadowCreek; and 3. sufficient <br />safeguards are available in this special permit and~site plan <br />process for deVelopment in ti%e flood plain. <br /> <br /> An ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br />DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING ORDINANCE <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE REZONING <br /> <br />OF A PARCEL OF LAND LOCATED ON MORTON DRIVE AT MEADOWBROOK ROAD IN THE <br />CITY OF CHARLOTTESVILLE," was offered by Mrs. O'Brien, seconded by <br />Mr. Gatewood and carried over to the next meeting for consideration. <br /> <br /> The City Attorney was requested to prepare a deed for the sale <br /> <br />of this property to Morton's for consideration at the next meeting. <br /> <br /> Dr. Richard Jennings, Chairman of the School Board addressed the <br />Council and stated that he was here-_~ on behalf of the School Board <br />to present further information on the School Board's request for <br />funds to provide services for hearing impaired children in the City <br />of Charlottesville. He stated that at Council4s_request the School <br />Board engaged g.~second independent consultant to assess the matter <br />under consideration. The Board engaged Dr. Orin Cornett of Washington, <br />D.C. whoprovided a report which related to items in a previous <br />report by Dr. Hinkle. He stated that Dr. Cornett's report has been <br />reviewed by the Special Education Advisory Committee, which was <br />appointed bY the Charlottesville School Board. He stated that earlier <br />the School Board had requested funding in the amount of $32,000 to <br />provide services in four areas. He stated that the School Board's <br />request has been adjusted and the request now is in the amount of <br />$21,600. He stated that the $5,000 for a half'time speech thmrapist <br />is not for services to one particular child, but rather to up grade <br />the services to all hearing impaired children in the school system. <br />He also stated that two of the items are one time costs: the <br />schoOl modifications and in-service training for staff in the <br />hearing impaired area. <br /> <br /> Mrs. O'Brien remarked that if it was not inappropriate she should <br /> like to suggest that the cued speech interpreter spend a few minutes <br /> each day teaching the other children to communicate with the handi- <br /> capped children. <br /> <br /> Dr. Jennings responded that that would have to be discussed with <br /> the staff and the ~eacher, but certainly it was something to consider. <br /> <br /> Mrs. O'Brien offered an amendment to the ~ppropriation resolution <br /> reducing the appropriation of $21,600. This was seconded by Mr. Buck. <br /> <br /> <br />
