I [L89 Proposal and the Official Statement, and all actions and proceedings heretofore taken by this Council, the City Manager and the other officers, employees, agents and attorneys of the City in connection with the issuance and sale of the Bonds, are hereby ratified and confirmed. SECTION 9. Filing of This Resolution. The City Attorney is hereby authorized and directed to file a copy of this resolution, certified by the Clerk of this Council to be a true and correct copy hereof, with the Circuit Court having jurisdiction over the City. SECTION 10. Invalidity of Sections, Paragraphs, Clauses or Provisimns. If any section, paragraph, claude or provision of this resolution shall be held invalid or unenforceable for any reason, the invalidity or unenforeeahility of such section, paragraph, clause or provision shall not affect any of the remaining portions of this resolution. SECTION 11. Headings of Sections. The headings of the sections of this resolution shatl.~be solely for convenience of reference and shall not affect the meaning, construction, interpretation or effect of such sections or of this resolution. Pres id'ent COUNCIL CHAMBER - MONDAY, DECEMBER 17, 1979 REGULAR MEETING Approval of minutes The Council met in regular session on this date with the following members present: Mr. Albro, Mr. Brunton, Mr. Buck, Mr. Gatewood and Mrs. O'Brieno Absent: None. Action on the minutes of the meeting of December 3rd was deferred of 12/'11/79 of minutes of 12/3/79 Presentation: City/ County Cooperation Committee Deferral for amendment and the minutes of December llth were approved as presented. Mr. James King, Chairman of the Coordinating Council of the Human Resources Association, addressed the Council and presented a proposal about user,side transit subsidies. He stated the basic concept is to provide transit subsidy for users of the transit system through existing private transit systems for specialized population groups such as the elderly and handicapped. He stated it provides for a specialized need for elderly and handicapped individuals, it utilizes private enterprises and existing transit systems, it is a flexible form of door-to-door transit service, it is an easy and equitable way of ~_ targeting subsidies for transit users, it assist in meeting federal UMTA requirements for transit for the elderly and handicapped and it requires minimum administrative and organizational effort. He stated this subsidy should be targeted for the elderly and handicapped only. Subsidies should be provided only for nights, week-ends and holidays, work and work related trips by handicapped on a 24 hour basis And for trips when they can not use existing transit services and are not covered by existing social service agency subsidies. Up to 50% subsidy should be considered and priorities for subsidies should be given in the following order: 1. work and work related trips; 2. medical related trips; 3. shopping; and 4~.uu'recreational and social trips, He stated voters at the December general membership meeting endorsed these priorities by a large majority and endorsed the rest of the state- ment unanimously.
