<br /> WHEREAS, 5 of the Ordinance sets forth certain
<br />standards to be the Authority and the Council is
<br />determining the nature and location of facilities to be financed
<br />by the Authority; and
<br />
<br /> WHEREAS, the Authority on December 19, 1979, adopted an
<br />inducement resolution agreeing to assist Wilson and Price, a
<br />Virginia partnership, in the financing of the acquisition of a facility
<br />to be used for the storing~ warehousing, distributing, and selling
<br />of products of agriculture, mining, and industry at retail located
<br />in the City of Charlottesville, Virginia (the Project) by the issuance
<br />of the Auth0rity's industrial revenue bond or note in the amount of
<br />$1,200,000; and
<br />
<br /> WHEREAS~ the Project and the financing have been described
<br />to the Council and the presentation by a representative of Wilson
<br />and Price; and
<br />
<br /> WHEREAS~ the Project is located at the intersection of
<br />Ridge and McIntire Road in the City of Charlottesville, Virginia.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY
<br />OF CHARLOTTESVILLE, VIRGINIA:
<br />
<br /> 1, It is found and determined that the acquisition of the
<br />Project will be in th~ public interest and will promote the safety,
<br />health, welfare, convenience, or prosperity of the City of
<br />Charlottesville, Virginia, and its citizens.
<br /> 2. The ~ouncil hereby approves the location and financing
<br />of the Project.
<br />
<br /> 3. It is hereby found and determined that the Project
<br />meets the criteria set forth in Section 5 of the Ordinance.
<br />
<br />4. This Resolution shall take effect immediately.

<br /> Mr. Douglas Caton addreSsed the Council and stated that in his

<br />opinion the present registration by plUmbers and other trades is highly
<br />discriminatory and unfair. He stated it takes six years for a plumber
<br />to practice in this City under the apprenticeship of a master plumber
<br />before he can set for the examination. He recommended that the
<br />
<br />apprenticeship requirement be deleted from the Ordinance. He stated
