215 Ordinance re: Granting non-emergency ambulance service franchise to Yellow Ambulance Company Resolution re: Authorizing City Manager to execute contract and permit for Yellow Ambulance services Matters by the Public Resolution re: Honoring Booker T. Reaves BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $1,000.00 is hereby appropriated from the unappropriated balance of the General Fund to expenditure account 01-92450 for expenses incurred by the City-County Cooperation Study Commission in analyzing the feasibility of methods for the joint provision of park and recreation services in the City of Charlottesville and County of Albemarle. An ordinance entitled "AN ORDINANCE GRANTING A NON- EMERGENCY AMBULANCE SERVICE FRANCHISE TO THE YELLOW AMBULANCE COMPANY TO PROVIDE NON-EMERGENCY AMBULANCE SERVICE WITHIN THE LIMITS OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, FOR A PERIOD BEGINNING FEBRUARY.L1, 1980, AND ENDING DECEMBER 31, 1984" which was offered at the meeting of the Council on February 4, 1980, was adopted by the following recorded vote. Ayes: Mr. Albro, Mr. Brunton, Mr.. Buck, Mr. Gatewood, Mrs. O'Brien. Noes: None. On motion by Mr. Albro, seconded by Mr. Gatewood, the following resolution was unanimously adopted. WHEREAS, the Council of the City of Charlottesville, Virginia, has enacted an ordinance granting the Yellow Ambulance Company the exclusive right, privilege and duty to operate a non-emergency ambulance service available to the general public for hire based within the city limits of the City of Charlottesville for the period beginning February 1, 1980, and ending December 31, 1984; now, therefore, be it RESOLVED by the Council of the City of Charlottesville, Virginia, that the City Manager be and hereby is authorized to execute on behalf of the City of Charlottesville a contract and permit with the Yellow Ambulance Company, said contract and permit to contain the same conditions that were duly advertised in the request for bids published in the classified advertising section of the January 12, 13 and 14, 1980, issues of THE DAILY PROGRESS, a newspaper published in Charlottesville, Virginia; and be it further RESOLVED that the Clerk of the Council attest the signature of the City Manager and affix the corporate seal of the City of Charlottesville to said contract and permit. The Mayor stated that Mr. L.B. Chandler, attorney for Mrs. Betty Mawyer and the Police Association, should be given an answer to his request concerning a monthly pension for Mrs. Mawyer and a change in the survivor benefits in the pension system. He stated that Mr. Mawyer was not of early retirement age nor did he have thirty years' service; therefore, Mrs. Mawyer is not eligible to receive benefits from the retirement fund. He stated the Retirement Fund Co~m~ission recommends that the service requirement in the Retirement Fund not be changed retroactively to meet Mrs. Mawyer's request. He stated it was the opinion of the Retirement Fund Commission that Council should not provide funds to meet Mrs. Mawyer's request for $400 per month. A motion by Mrs. O'Brien, seconded by Mr. Gatewood, that the Retirement Plan Ordinance not be changed retroactively and that the City dany Mrs. Mawyer's request for $400 per month was unanimously adopted. On motion by Mrs. O'Brien, seconded by Mr. Albro, the following resolution was unanimously adopted.
