23Z <br /> <br /> Mr. Buck then inquired about the indication that the Alumni <br /> Association would provide sufficient parking. <br /> <br /> Mr. Wiley replied that the parking as shown on the proposed <br /> <br /> site plan met the requirements of the zoning ordinance and this <br /> <br /> was confirmed by Mr. Huja. <br /> <br /> Mr.lbro inquired whether the 15 year limitation suggested <br /> <br /> by Mr. Buck would be in effect a nullity because a future Council <br /> could change it and Mr..Wiley agreed that this was the case. <br /> <br /> Mr. Albro then stated that he felt the qeustion as to the <br /> primary use of the proposed expansion of Alumni Hall was a close <br /> one but he was convinced the~Ptamning.Commissiom was correct in <br /> determining that the primary use of the project would be recreational <br /> and that the retail and offices would be secondary or incidental <br /> in nature for .that reason he moved approval of the special <br /> permit resolution. <br /> <br /> Mrs. O'Brien inquired whether Mr. Buck wanted to add to the <br /> conditions on the special permit a requirement to change the <br /> alignment of the driveway entrance onto Lewis Mountain Road. <br /> <br /> Mr. B~uck then moved the addition of a sub-paragraph nine <br /> <br /> to the Site Plan conditions contained in the special permit resolution, <br /> in order to require that the driveway access from the Alumni Hall <br /> Parking Lot onto Lewis Mountain Road be so aligned as to prevent <br /> right hand turns onto Lewis Mountain Road. <br /> <br /> Mr. Albro inquired whether this might not be hazardous, and <br /> stated that he thought a sign prohibiting right turns might be <br /> a better alternative. <br /> <br /> The City Manager also expressed concern that this might <br /> <br /> create a hazard. <br /> <br /> Mr. Buck replied that he did not think a sign would be <br /> <br /> effective nor did he think the hazard would be a significant one. <br /> He said that the control of traffic in the residential areas <br /> west of Alumni Hall outweighed any potential hazard which might <br /> be corrected. <br /> <br /> In response to a question Mr. William Massie Smith indicated <br /> <br /> that the Alumni Association had no objection to the realignment <br /> of the driveway but wondered whether the City Planning Staff <br /> could have final approval over such alignment in casa it proved <br /> impracticable. <br /> <br /> Mr. Buck stated that he did non wish the~-:staff to have final <br /> approval over this matter. <br /> <br /> Mr. Albro inquired whether it might be an acceptable alnernative <br />for the City to errect barricades on football weekends to block <br />access to Lewis Mountain Road from the east. <br /> <br /> Mrs. O'Brien s~ated that if she lived on Lewis Mountain Road, <br /> <br />she wouldn't like that alternative and in addition this would be <br /> <br />an expense to the City. <br /> <br /> Mr. Albro then agreed to second Mr. Buck's amendment which <br /> <br />was adopted by a vote of four to one with Mr. Gatewood dissenting <br /> <br /> <br />
