Ed McCue III, representing the Jack Jouett 1981 Commemorative <br /> Coa~ittee, requested $3,750 as Charlottesville's share in the <br /> program's budget of $28,134. He gave an itinerary of the <br /> Committee's planned activities that includes a re-enactment of <br /> Jack Jouett's ride through Charlottesville, the meeting of the <br /> General Assembly in Charlottesville and Staunton, a Jouett family <br /> history, a military history of operations in the area, period road <br /> maps of the area and profiles of each community at the time. <br /> <br /> A resolution of the Thomas Jefferson Visitor's Bureau has been <br /> given to Council, supporting the Committee's efforts. <br /> <br /> Lionel Key spoke in favor of reducing the budget and <br /> referred to a letter he wrote to the Council members that <br /> includes his views. <br /> <br /> Ernest Larsen expressed his concern about cuts in revenue <br /> sharing funds, stating that the withdrawal of Charlottesville's <br /> present level of revenue sharing funds would represent a 30¢ <br /> increase in the tax rate. <br /> <br /> James A. Harlow, Jr., a resident of the Belmont neighborhood, <br /> stated his support of the school board budget, stating that he <br /> was well aware of economic, problems but feels cuts now would <br /> affect the quality of education in the future. <br /> <br /> C.E. Anderson remarked about the high rate of inflation <br /> <br /> and expressed concern about how assessments are figured. He <br /> stated that the proposed 2¢ decrease in the tax rate is <br /> ludicrous and feels, that much could be done to reduce local <br /> government spending, suggesting that the payroll could be <br /> cun by reducing the number of City employees and effecting <br /> more depar~tmental consolidation. <br /> <br /> Kay Cool spoke in favor of the school board budget. <br /> Jennette Hudson, a parent of three daughters in the <br /> Charlottesville school system, spoke in favor of the school <br /> board budget, stating that teachers had been patient for a <br /> long time and deserved the pay increase because of their <br /> heavy responsibilities. She urged that Council not cut the <br /> school board's budget, stating that we will pay later in <br /> costs of unemployment if we cut funds now. <br /> <br /> William S. Johnson, a parent of two children in the <br /> <br />school system and husband of a Charlottesville City teacher, <br />spoke in favor of the school board-budget. He felt the <br />teacher is the most important element in any school system, <br />that they are dedicated and deserve appreciation and respect <br />for their efforts. He is aware of many teachers forced to <br />work second jobs during the school year and summer and <br />feels this is degrading for the teacher as well as hazardous <br />for the quality of work teachers can produce when theJ.r time <br /> <br />is limited in this way. He feels that once the schoo <br />begins to deteriorate, it will take more than money t <br />the damage.
