240 <br /> <br />Housing Authority <br />Board meeting set <br /> <br />Regular session <br /> <br />Approval of minutes <br /> <br />Staff report re: <br />Ivy Creek Natural <br />Area <br /> <br />Staff report re: <br />Street lights <br /> <br /> competent.teachers and urged Council to help them now before it <br /> is too late. <br /> <br /> The Mayor announced that due to an overflow crowd, many <br /> people were downstairs watching the Council meeting on television; <br /> he received a note during the public hearing that 25 of those <br /> downstairs were in support of the school board budget. <br /> <br /> Michael Bevier of the Venable Neighborhood Association <br /> <br />read a prepared statement from the association supporting the <br />school board budget. The statement reflected strong support <br />for ~e Venable School and its principal Mr. Chapman as <br />well as stating that teachers should be competitively paid <br />to ensure quality education. The association is concerned <br />abOut services to Black children as well as programs for <br />special children. <br /> <br /> The Mayor adjourned the public hearing at this point <br /> <br />and Council went on to consider other business. <br /> <br /> Mr. Cole Hendrix, City Manager, requested that Council <br /> <br />meet as the Housing Authority Board to review the prospective <br /> <br />purchase of a piece of property. Council agreed to meet at <br /> <br />5:00 p.m. the following evening. <br /> <br /> On motion the meeting adjourned. <br /> <br /> Council met in regular sessiQn on this date with the <br /> following members present: Mr Albro, Mr Brunton, Mr Buck, <br /> <br /> Mr. Gatewood, Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meetings of February 25, March 3, March <br /> <br /> 17 and March 18 were approved as presented. <br /> <br /> Mr. Eugene German, Director of Parks and Recreation, presented <br />a staff report on the Ivy Creek Natural Area. He explained a change <br />in plans that included a different design for the entry road <br />and parking area to avoid traffic problems and make better use <br />of the land. He reported that the City's share of the cost will <br />be $22,036; ample funds are available to cover this amount. The <br />Ix~y Creek Foundation has collected $9,000 in private donations <br />which will be used to make the old barn safe; purchase insurance <br />to cover volunteers working on the project; construct bridges, <br />trails and observation points; finance publications related to <br />the project; and, cover two interns for the summer ~o will do <br />landscape architecture for the trails. <br /> <br /> Mr. Cole Hendrix, City Manager, presented a staff report <br /> <br />on street lights. On September 4, 1979, Council appropriated <br />$21,352 to cover installation costs for underground fed street <br />lights on Monticello Avenue in the Garrett Street Redevelopment <br />Area. The cost of the project is now estimated at $5,692 due to <br /> <br /> <br />
