264 Special session Resolution re: Appeal to State Water Control Board re: Crozet Inter- ceptor Joint Public Hearing with City Planning Commission re: Special permit request for recreational facility at 8th and Farrish Streets Regular session Approval of minutes Matters by the public COUNCIL CHAMBERS ~ TUESDAY, MAY 13, 1980 Council met in special session on this date with the following men Mr. Gatewood, On motic unanimously WHEREAS bets present: Mr. Albro, Mr. Brunton, Mr. Buck, Mrs. O'Brien. Noes: None~ n by Mr. Albro~ seconded by 'Mr. Buck, Council dopted the following resolution: in 1971, the State Water Control Board through Minute 6I~dizected the County of Albemarle and the City of Charlottesville to combine efforts and seek a regional solution to ~ater and wastewater problems; and WHEREAS, in 1972~ the Rivanna Water and Sewer Authority was formed in response to this directive~ marking the beginning of a significant commitment by the County, the City and the State to a pollution abatement program in the Rivanna River basin; and WHEREAS this Commitment has resulted in expediture of time and funds for studies and programs which have been incorporated into the Metropolitan Regional Wastewater Management Plan, the James River Basin Plan and th~ Rivanna Watershed Management Plan, each of which identifies the eutrophic condition of the water supply for the County and City in the South Rivanna River reservoir and which further identifies an intercepting sanitary sewer (the Crozet Interceptor) from the community of Crozet to the regional Advanced Wastewater Treatment Plant; and WHEREAS the Rivanna Water and Sewer Authority and the Albemarle County Service Authority entered into an agreement with Morton Frozen Foods Division of ITT Continental Baking Company to connect to the Crozet Interceptor and remove a point source discharge contributing to the eutrophication of thee water ~upply reservoir, the agreement having cer.tain obligations and time tables to make such a connection which haVe been reported to the State Water Control Board; and WHEREAS the Crozet Interceptor will remove raw sewage discharges ~resently flowing into the drinking water suppilyand will further complete ~th.e final link in the pollution abatement program Commenced in 1973; now, therefore, be it · JOINTLY RESOLVED by the Board of Supervisors of Albemarle County and the City Council of the City of Charlottesville th ~ at the Board and the CoUncil join the.Rlvan~a Water and Sewer Authority in its appeal to the State Wate~ Control Board for favorable consideration of placing the Crozet iInterceptor in the FY 82~~85 Extended Planning Priority List ~s a divided project lot funding no later than FY 83 and FY 84 in o~rder to meet the bligations in the Morton agreement to ~completie the regional wastewater management plan and to assure ~arly utilization of ~he public investment in the regional was~ewatler facilities. Council met in joint session with the Plamning Commission for the purpose ~of holding a public hearing oni a Special permit request.for a private~ recreational facility tio be located on ~he proPerty at 8th and Farrish Streets (~enioz center).
