Staff report re: <br />Start Hill housing <br />progr.am <br /> <br />Appropriation re: <br />$2~500 Charlottesville- <br />Albemarle Clean <br />Community Commission <br /> <br />Appropriation re: <br />$20,000. Railroad <br />Culvert <br /> <br />costs would be relatively minor. Mrs. O'Brien commended the <br />staff on its proposal; on motion by Mrs. O'Brien, seconded by <br />Mr. Buck, Council apprOved the proposal as presented. <br /> <br /> Mr. Satyendra Huja, Director of Planning and Community <br />Development, presented four recommended changes in the housing <br />program: (1) that the budget for the housing program be changed <br />from $229,018 to $189,000; (2) that. the Housing Authority implement <br />a deferred loan program under which home buyers' down payment <br />would be deferred to the time they sell the houses, at which time <br />the City would recoup its investment; also, that the deferred <br />-loan concept be u~ed for the home owners' match in the housing <br />rehabilitation program; (3) that the minimum property standards <br />in the Start Hill neighborhood be changed according to Housing <br />Authority recommendations; (4) that these changes in minim~_~m <br />property standards also be applied to the Innovative Grant <br />area (10th and Page Streets neighborhood). Mr. David Baldwin of <br />the Housing Authority explained that the minimum property <br />standards were an addition to and, in some cases, an explanation <br />of the minimum housing standmrds. Mr. Albro suggested that <br />some down payment be required to give the home buyer an invest- <br />ment in the property, perhaps $750. Mr. Baldwin suggested an <br />amount of $250 as being more realistic for some families, stating <br />that the staff asked the families to pay down payments whenever <br />possible. Mr. Buck suggested requiring a higher down payment <br />amount from those who are not residents of the Starr Hill area; <br />Mr. Arrington expressed his reluctance to do this. He said <br />the staff tries whenever possible to assist area residents in <br />buying homes but would like to be able to attract others when <br />necessary. On motion by Mr. Gatewoo.d, seconded by Mr. Buck, <br />Council approved the recommendations as presented with the <br />only change being a $250 minimum requirement for down payment. <br />It was clarified that the deferred loan program would be <br />available throughout the City, rather than just in Starr Hill. <br /> <br /> The appropriation of $2,500 for the Charlottesville-Albemarle <br /> Clean Community Commission which was offered at the meeting of <br /> Council on May 19 was adopted by the following vote. Ayes: Mr. <br /> Albro, Mr. Brunton, Mr, Buck, Mr. Gatewood, Mrs. O'Brien. Noes; <br /> None. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Albro, the following <br /> appropriation resolution was offered and carried over to the <br /> next meeting for consideration: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the sum of $20,000 is hereby allocated from the <br /> unappropriated balance of the General Fund to expenditure account <br /> 01,91140 as a 'transfer to the Capital Improvements Fund; and <br /> BE IT.FURTHER RESOLVED that such sum. of $20,000 is hereby <br /> appropriated from such Capital Improvements Fund to expenditume <br /> account 05-00930 to be paid by the City to the Southern Railway <br /> Company as a contribution to the cost of enlarging and improving <br /> a culvert under the mainline tracks of such railroad south of <br /> Shamrock Road, in which culvert is located a pipe which is part <br /> of the City sanitary sewer system. <br /> <br /> <br />
