Mr. Hendrix agreed that this could be provided by <br />September 1. <br /> <br /> On motion by Dr. Hall, Mr. Cole Hendrix, City Manager, <br />was unanimously appointed to represent the City on the District <br />Home Board. <br /> <br /> On motion by Ms. Gleason~ Mr. John Conover was unanimously <br />appointed to the JAUNT Board of Directors. <br /> <br /> Ms. Virginia Carrington, represent: <br />to Council's previous request for a pro <br />committee to study changes in the Counc~ <br />election process by reading the NAACP's <br />is contained in the file in which the mi <br /> <br /> ~ the NAACP, responded <br /> ~sal for a citizens' <br /> <br />1 composition and/or <br />proposal, a copy of which <br />nutes of this meeting <br /> <br /> are kept. Mr. Sherman White addressed C~uncil, asking they <br /> consider the issues of accountability, timeliness and funding <br /> for the citizens' committee. On motion by Mr. Albro, seconded <br /> by Dr. Hall, Council unanimously agreed to appoint the committee <br /> and study the issues raised by the NAACP. Mayor Buck proposed <br /> that the committee be composed of members nominated by: the <br /> Federation of Neighborhood Associations (1); the League of <br /> Women Voters (1); the Chamber of Commerce (1); the NAACP (1); <br /> the Democratic Party (1); the Republican Party (1); and, the <br /> Counnil members (3). The charge to the committee is to study <br /> the desirability and feasibility of changes in the Council <br /> election process and/or composition, with study results and <br /> recommendations to be submitted to Council within 60 days <br /> after appointment of the committee. Council unanimously agreed <br /> to this proposal. Mayor Buck asked, that the names submitted for <br /> nomination be received by Council by Wednesday, July 30, in <br /> order that Council may make the appointments at its next meeting <br /> on August 4. <br /> <br /> Mr. Will Paulsen of Outreach Services presented a report <br /> <br />on Outreach Services, a copy of which is contained in the file <br />in which the minutes of this meeting are kept, and requested <br />a local matching grant of $694.50 from the City to enable Outreach <br />to receive a $25,000 supplemental funding grant from the <br />Division of Justice and Crime Prevention to provide services <br />to youth who are not presently served under the present Title XX <br />funding. He stated that the same amount is being requested from <br />the County of Albemarle. On motion by Dr. Hall, seconded by Ms. <br />Gleason, Council unanimously approved the request for a $694.50 <br />matChing grant, the appropriation resolution to be prepared and <br />presented at the nexn regular Council meeting. <br /> <br /> Mr. Kenneth Melton of 1418 Hazel Street stated that City <br />representatives have met with him and seen the alley which he <br />had requested he closed or improved.. Mayor Buck requested that <br />Mr. Melton meet with Mr. Paul Garrett, Assistant City Attorney, <br />to discuss the legal aspects of the request, which he agreed to do. <br /> <br /> Mr. Cole Hendrix, City Manager, requested that Council sen <br /> <br /> <br />
