296 <br /> <br />Resolution re: <br />Encouraging the <br />Seante to enact <br />mortgage revenue <br />bond legislation <br /> <br />Resolution re: <br />Requesting Federal <br />& matching State <br />funds for JAUNT <br /> <br />Ordinance re: <br />Repealing Section <br />20-24 of City Code, <br />adopting Section <br />20-24.1 relating to <br />calculation of <br />Social Security <br />benefitsunder <br />Supplemental <br />Retirement Plan <br /> <br />0 ther i ~hus ines s <br /> <br />Executive session <br /> <br />Council was asked to consider a resolution encouraging the <br /> <br />Senate to enact mortgage revenue bond legislation, proposed by <br /> <br />the Charlottesville Housing Foundation to raise funds for financing <br /> <br />low-income housing loans, Mr~ Albro stated that the issue was <br /> <br />a most confusing one and that he would not feel comfortable in <br /> <br />adopting such a resolution without further study. Those who <br />requested the resolution needed it for the following day to take <br />to Washington~ Mayor Buck stated. Since Council did not'feel <br /> <br />prepared to adopt such a resolution, it died for lack of support. <br /> On motion by Dr. Hall, seconded by Mr. Albro, the following <br /> <br />resolution ~as adopted by the following vote. Ayes: Mr. Albro, <br /> <br />Mr. Buck, Mr, Conove~, Ms. Gleason~ Dr. Hall. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br />that the City Manager is authorized, for and on hehalf of the <br />City of CharlotteSville, to execute and file an application to <br />the Virginia Department of Highways and Transportation, Commonwealth <br />of Virginia, for a grant of Federal public transportation assistance <br />authorized under Section 18 of the Urban Mass Transportation Act <br />of 1964, as amended, in the amount of $227,191 to assist in the <br />operating, capital and administrative cost of local public <br />transportation services; to accept from the Virginia Department <br />of HighWays and Transportation grants in such amount as may be <br />awarded; and to furnish to. the Virginia Department of Highways <br />and Transportation such documents and other information as may <br />be required for processing the grant request. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is authorized <br />for and on behalf of the Charlotteville City Council to execute <br />and file an application to the Virginia Department of Highways <br />and Transportation, Commonwealth of Virginia, for a grant of <br />transportation special revenues authorized under budget item 640 <br />of the 1980 Acts of the General Assembly--Chapter 760, Item 640, <br />Financial Assistance for Mass Transit--in the amount of $9,505 to <br />defray fifty percentof the local matching share for administrative <br />expenses and in the amount of $17,846.70 to defray ninety-five <br />percent of the local matching share of the Charlottesville City <br />Council for capital costs of an approved Federal Grant; to accept <br />from the Virginia Department of Highways and Transportation <br />grants in such amount as may be awarded; and to furnish to the <br />Virginia Department of Highways and Transportation such documents <br />and other information as may be required for processing the grant <br />request. <br /> <br /> The Charlottesville City Council certifies that the funds <br />shall be used in accordance with the requirements of the UMTA <br />Section 18 Program and the State Appropriation Act of 1980, that <br />the Charlottesville City Council will provide matching funds in <br />the ratio as required, and that the record of receipts and <br />expenditure of funds granted the Charlottesville City Council may <br />be subject to audit by the Virginia Department of Highways and <br />Transportation and by the State Auditor of Public Accounts. <br /> <br /> The undersigned duly qualified and acting Clerk of the <br />CharlotteSville [City Council certifies that the foregoing is a true <br />and correct copy of a resolution adopted at a legally convened <br />meeting of the Charlottesville City Council on July 21, 1980. <br /> <br />Mr. Cole Hendrix, City Manager, presented an ordinance <br /> <br />repealing Section 20-24 of the City Code and adopting Section <br /> <br />20-24.1 relating to the calculation of Social Security <br /> <br />benefits under the City Supplemental Retirement Plan. Council <br /> <br />decided to hold this item till the next meeting so that the <br /> <br />Retirement Planning Commission can consider these changes and <br /> <br />make recommendations to Council. <br /> <br /> On motion by Ms. Gleason, seconded by Dr. Hall, Council <br />unanimously authorized the Mayor to sign a letter of approval <br />to the State Compensation Board for its action of reclassifying <br /> <br />and raising the salaries of certain Sheriff Department employees. <br />On motion by Dr. Hall, seconded by Mr. Conover, Council <br /> <br />unanimously agreed to meet in executive session to discuss matters <br />exempted under Section 2.1-344(a)(3)(Property) of the Virginia <br /> <br /> <br />
