On nomination by Mr. Albro, <br /> Mr. Warren Martin was unanimously re-appointed to the Planning <br /> Commission. <br /> <br /> On nomination hy Mr. Conover, Mr. Thomas Vandever and Mr. <br /> Ceadric Washington were unanimously appointed to the Social Develop- <br /> <br /> ment Commission, <br /> On nomination hy Ms. Gleas~n, Ms. Joy Spalding was unanimously <br /> appointed to the ThOmas JeffersOn Planning District Commission <br /> Council on Aging, <br /> <br /> On nomination hy Mr. Albro,, Mr. James Treakte was unanimously <br /> appointed to the Citizens Committee to Study Council Changes. <br /> <br /> On nomination by Mr. Albro, Mr. Peter McInf0sh and Mr. Glenn <br /> Stratton were unanimously appointed to the Personnel Appeals <br /> Board. <br /> <br /> On nomin~ tion by Mr, Conover, Mr. Alexander Gilliam and <br /> <br />Mr. James Hingeley were unanimously appointed to the ~e~ferson- <br />Madison Regiomal Library Board'. <br /> <br /> On nomination by Ms. Gleason, Mr. Fred Heblich was unanimously <br /> appointed to the McGuffey Art Center Board. <br /> <br /> On nomination by Mr, Albro, Mr. Wallace Page was unanimously <br />appointed to the Starr Hill Revitalization Committee. <br /> <br /> Council held a p~blic hearing at this time on the closing <br /> <br />of 1st Street across the downtown mall and the downtown one-way <br />street system <br /> <br /> Mr, Cole Hendrix, City Manager, summarized the issues in <br /> <br />the public he~ ring, Regarding the closing of 1st Street, he stated <br />that the orig~ ual design of the downtown mall called for 1st Street <br />to be open to vehicular traffic when the mall was completed; however, <br />foz safety and other reasons, the staff recommends keeping the <br />1st Street crossing closed to vehicular traffic. A staff report <br />on the altern~ tion of the downtown one-way street system indicates <br />t~ t it would cost approximately $40,000 to alter the present system <br />an, for cost, ~afety and traffic flow reasons, the staff recommends <br />preserving the present system, <br /> <br /> Mr, Jay Merrimore opposed the continued closing of 1st Street. <br />He emphasized the past promise that 1st Street would be open when <br />the mall w~aa c~mpleted and felt the safety issue was not a significant <br />one since pedestrians 'demonstrate their ability to get across other <br />hU~ F streets in the downtown area, He felt the closing would <br />co~ tinue the frustrating need for lengthy detours around the mall to <br />reach particular shopping and parking areas. <br /> <br /> Ma. Frances Le~i.s favored the opening of 1st Street. She <br /> <br />works ~at 'a je~elry bUsineSs on 1st Street and cited examples of <br />customers !w~o experience 'difficulty in finding and reaching the <br />bUsinega' She ~feels the loss of potential business and the energy <br />conservation issues are'compelling reasons to open the crossing. <br /> <br /> <br />
