Buck (signed) <br /> Cle~l-~ Pcesident <br /> <br /> BASEMENT CONFERENCE ROOM - WEDNESDAY, SEPT. 17, 1980 <br />Council met in special session on this date with the following <br />members preaent: Mr. Albro, Mr. Buck, Mr. Conover, Ms. Gleason, <br />Dr. Hall, Absent: None. <br /> <br /> Council met with members of the Social Development Commission <br /> <br />to discuss the commis8ion?srole in advising Council during the <br />coming year. Mr, Bill.Lucy, acting chairman of the Social Development <br />CommiasiQn~-hegan by~ummmrizing the Social Planning Directions <br />compiled by the commission (a copy of the Directions is enclosed in <br />the file of the minutes of this meeting). He pointed out that this <br />agenda reflects work that will be accomplished in connection with <br />the budget review process and requested Council's suggestions about <br />what other tasks the commission might take'on. Mr. Albro complimented <br />the commission on their input during the budget process last year <br />and requested that this f~nction continue as it is a great help to <br />Council in reviewing requests for funding. Mr. Conover suggested <br />that certain issues seem to fall between the SoCial Development <br />Commission and the Planning Commission without either group giving <br />sufficient input to advise Council. Some discussion of this point <br />ensued with examples of issues that might be considered by both <br />groups (football stadium, plaYground design, recreation programs, <br />houain , etc,). Ma, Virginia Schatz suggested that an issue could <br />be assLgned.to one group ~ith the other group being requested to <br />commen on it aa well, Mr, Buck warned of overstudying and duplicating <br />effort; on some issues, s~ggesting that Council could specifically <br />reques input ~on certain i~sue$ from either group. He also suggested <br />that t]~e commission fo.cum its efforts during the budget review <br />proce8 on one or two majo~ areas, stating that most funding requests <br />do not change radically fr~om year to year and a detailed review of <br />all re~tueata may not be Productive.. Mr. Lucy asked what issues might <br />be use~ul aa focal pointa.durin~ the coming-budget review process. <br />Mr. Bu,~k suggested the :H~alth D~partment and the issue 'of teenage <br />pregn~¢ies~ aa this problem impacts on many programs in the City. <br />Mr~ Albro supported this suggestion~ saying that the Health Dept. <br />budget seemed to he the most difficult to understand last year. <br />Dr. Hall suggested the home car~ program as one that could be <br />highlighted. Mr. Albro suggested that a study of the proposed <br />relocation of the U.Va.. Medical Center might be fruitful as this <br />would have a major impact on ma~y social welfare services in the <br />City.
