34' <br /> <br />Resolution re: <br />Authorizing mayor <br />to execute deed <br />for H.M. Gleason <br />property <br /> <br />Appropriation re: <br />$700 Consultant <br />on radioactive <br />waste <br /> <br />Ordinance re: <br />Precious metals <br /> <br /> On motion by Mr. Albro, seconded by Dr. Hall, Council <br />unanimously passed the following resolution ratifying the <br />mayor's signature on the H.M. Gleason deed: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br /> that the Mayor is hereby authorized to execute on behalf of the <br /> City the following document, in form approved by the City <br /> Attorney: <br /> <br /> A deed conveying that portion of the land containing tme <br /> north, wall of the existing building and the loading dock <br /> which are located in Garrett Street to H.M. Gleason & <br /> Co., Inc. <br /> <br /> A copy of such document shall be kept on file with the <br /> minutes of the Council meeting at which this resolution was <br /> adopted. <br /> <br /> Mr. Hendrix explained that an appropriation of $700 was <br /> required as the City's matching contribution to hire a consultant <br /> to advise Council and the Board of Supervisors on the U.Va. <br /> radioactive waste dispos, at'~. procedures and how they will affect <br /> the ~itizens of Charlottesville and Albemarle County. <br /> <br /> On motion by Mr, Conover, seconded by Dr. Hall, Council <br /> unanimously adopted.the folio, wing appropriation: <br /> <br /> BE IT RESOLVED by the Council of the-~City of Charlottesville <br /> that the sum of $700 is hereby appropriated from the unappropriated <br /> balance of the general fund to expenditure account 01-13030 <br /> as the cost for consultants to advise the City Council and the <br /> Albemarle County Board of Supervisors on the University Of Virginia <br /> active waste disposal procedures. <br /> <br /> The City Attorney reviewed items discussed during the <br /> <br />October 6 meeting regarding the ordinance on precious metals. <br />He further expressed concern on the constitutionality of <br />charging itinerant dealers a substantially higher registration <br />fee than permanent dealers. Ms. Gleason stated that contrary <br />to the discussion during the last meeting the passage of the <br />ordinance would not adversely affect senior citizens since most <br />have photo identification in order to receive senior citizens <br />discounts, Mr. Albro recommended that Council pass the ordinance <br />for a trial period to determine if changes are necessary. <br /> <br />A discussion following on the cost of policing the ordinance <br />in reference to the five day holding period prior to conversion or <br />.sale of a precious metal. Mr, Conover r. ecommended., extending <br />the requirement to 10 days with provisions fOr exceptions. Mr. <br />Hendrix explained that any exceptions under a five or ten day <br />holding requirement Would tend to increase policing cost since <br />high volume dealers would want immediate approval for the conversion <br />or sale of precious metals. <br /> <br /> Mayor Buck recommended that Council pass the ordinance for <br /> <br />a six month trial period to determine if changes would be <br /> <br />required. <br /> <br /> Council adopted the ordinance by the following, vote. <br /> <br />Mr. Albro, Mr. Buck, Mr. Conover, Ms.IGleason, Dr. Hall. <br /> On motip~ the?A~__, meeting adjourned~-~_~__ ~ <br /> <br /> j/ Act~ng~l-erk' .
