Staff report re: <br />Smoke detectors at <br />Joint Security Complex <br /> <br />Appropriation re: <br />$2,944 RSVP grant <br />(2nd reading) <br /> <br />Appropriation re: <br />$375,000 Starr Hill <br />Small Cities Block <br />Grant (Year III) <br /> <br /> Mr. Conover conceded that keeping manifests might serve to <br /> <br /> show who uses~ cabs and for what reasons, but still saw no value <br /> in keeping expense records. He suggested that rates be clearly <br /> stated as a maximum so that drivers 'are free to allow discounts <br /> and bargain with habitual users on lower rates. <br /> <br /> Mayor Buck stated his approval of deregulation, saying that <br /> <br />the transportation needs of one group should not be subsidized by <br />another. He sees the use of discounts and bargaining as a way of <br />ensuring steady ridership for the drivers and therefore approved <br />of maximum rates. He did not see any use for keeping manifests and <br />expense records and agreed with Ms. Gleason's idea of a severe <br />weather rate. He also suggested that rates be required to be given <br />over the phone to allow consumer shopping. <br /> <br /> Ms. Gleason suggested that manifests be kept during the <br /> <br />one year~s probation as a way of assessing ridership. <br /> <br /> Mr. Roger Wiley, City Attorney, suggested that a problem <br /> <br />with the maximum rate idea is that the~ meter is the only way a <br />consumer has of ensuring that he is not oyercharged for a ride. <br />Mrl Buck responded that consumers would know~ by the meter the <br />maximum rate they could be charged for a trip and the elderly, <br />handicapped and low-income could still bargain with drivers. <br /> <br /> Mayor Buck requested that amendments to the~?ordinance be <br /> <br />drafted by Mr. Wiley for consideration at:the next regular meeting. <br /> <br /> Mr. Cole Hendrix, City Manager, aske~ Council's approval for <br />the expenditure of $8,262 for a smoke detector! system at the Joint <br />Security Complex. He stated that this would! nOt require an additional <br /> <br />appropriation as the money can be found i~ <br />item and that the County of Albemarle has <br />the same amount for the purpose. Mr. Cone <br />expensive system is necessary and Mr. Alb~ <br />Board, responded that central monitoring ~ <br />necessity for complying with fire code reg <br />expense necessary. Ayes: Mr. Albro, Mr. Buck, <br />Mr. Conover, Ms. Gleason, Dr? Hall. Noes: None. <br /> <br /> On motion by Mr. Albro, seconded by Dr. Hall, the following <br />appropriation was offered and carried over to the next meeting for <br />consideration: <br /> <br /> WHEREAS the City has been advised of the approval by the United <br />States Department of Housing and Urban Development of a Small Cities <br />Block Grant for Year III of the Starr Hill Neighborhood Revitalization <br />Program in the total amount of $375,000; and <br /> <br /> WHEREAS the City Council has received recommendations for the <br />expenditure of such~funds from the Starr Hill Neighborhood Revitaliza- <br />tion Task Force, the City Planning Commission and the Social <br />Development Commission; and has conducted a public hearing thereon <br />as provided by law; now, therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sums hereinafter set forth are hereby appropriated from <br />funds received from the aforesaid grant to the following individual <br /> <br /> <br />
