On motion by Mr. Albro, seconded by Ms. Gleason, Council unanimously approved the staff's recommendation, Mr. C0nover abstaining. An appropriation of $24,500 for the Belmont sewer and drainage project which was offered at the meeting of November 3 was adopted by the following vote~ Ayes: Mr. AlbrQ, Mr. Buck, Mr. Conover, Ms. Gleason, Dr, Hall. Noes: None. An appropriation of $16,515 for the Chesapeake Street drainage project which was offered at the meeting of November 3 was adopted by the following vote, Ayes: Mr. Albro, Mr. Buck, Mr. Conover, Ms. Gleason, Dr. Hall. Clerk Regular session Approval of minutes Matters by the public COUNCIL CHAMBER - MONDAY, NOVEMBER 17, 1980 Council met in regular session on this date with the following members present: Mr. Albro, Mr. Buck, Mr. Conover, Ms. Gleason, Dr. Hall. Absent: None. On motion by Mr. Albro, seconded by Dr. Hall, the minutes of November 3 were unanimously approved as presented. On motion by Mr. Conover, seconded by Mr. Albro, the minutes of November 10 were unanimously approved as presented. Mr. John Marston, president of the Barracks/Rugby/Preston Neighborhood Association, presented individual speakers from the neighborhood whose remarks opposed the erection of lights at Washington Park. Ms. Marguerite West of 1112 Preston Avenue said that the City's 1979 Comprehensive Plan identifies Washington Park as a neighborhood park, rather than a community park or major park, ~- but it is presently being used by a city-wide softball league of about 170 teams playing from April to September. She pointed out that this use violates the definition of neighborhood park given in the Comprehensive Plan. Rev. William Guthrie of Trinity Episcopal Church at 1042 Preston Avenue remarked that the city-wide use of Washington Park has resulted in several problems: (1) inadequate parking space, (2) lack of vehicle access to the ball park area, (3) lack of facilities of changing clothes, (4) lack of bathroom facilities. He further pointed out that the proposed lighting has been recommended for the purpose of improving the safety of the park rat~er than providing lighting for softball games. Mr. Alphonso~ Tinsley, Sr.~ of 2306 Glenn Court, stated that the area between the ball park and Preston Avenue has become a
