Resolution re: <br />Transferring revenues <br />to Capital Improve- <br />ments Fund <br /> <br />Resolution re: <br />Approving location <br />& financing of <br />David C. Wilson <br />Neuropsychiatric <br />Hospital acquisition <br /> <br />36i. <br /> <br />natural gas supplied by the City to its customers; and <br /> <br /> WHEREAS this Council deems City intervention in the <br />aforesaid rate proceeding to be in the public interest, now, <br />therefore, be it <br /> <br /> RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the City Council hereby ratifies and approves <br /> the petition to intervene filed on behalf of the Cities of <br /> Charlottesville and Richmond, Virginia, on October 24, 1980, <br /> in FERC Docket Nos. RP80-145 and 80~146 and authorizes the City <br /> Attorney and the law firm of Miller, Balis and O'Neil, P.C., <br /> to take such actions as they may deem necessary to protect <br /> the interests of the City in such proceedings. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Hall, Council <br /> unanimously adopted the following resolution: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that $179,367.00 of the sum received in the general fund <br /> as a return of surplus monies appropriated to the City public <br /> school system for the 1979-80 fiscal year is hereby transferred <br /> to the unappropriated balance of the Capital Improvements Fund <br /> to be held mn reserve for appropriation to future capital 'projects. <br /> <br /> Council considered a resolution approving the location and <br /> financing of the David C. Wilson Neuropsychiatric Hospital acquisition <br /> by National Psychiatric Institutes, Inc. Mr. Robert Stroud of McGuire, <br /> Woods & Battle, representing NPI, explained the project to <br /> <br />Council. NPI wishes to acquire the hospital to expand the hospital <br />and improve the services offered, using industrial development bonds <br />for the purpose. Mr. George Chopivsky, Jr., a member of NPI, <br />described the proposed construction and the group's objectives: <br />to ease the current shortage of space for therapeutic programs, to <br />expand t~e child and adolescent services, to begin a psychogerentology <br />program and to increase cooperation and communication between the <br />hospital and other mental health providers in the community. Mr. <br />Chopivsky presented letters of endorsement for the project from <br />community agencies, local hospitals, local community counseling <br />centers and private practitioners. He also described the economic <br />benefits to the community as being approximately 35 new jobs, an <br />.annual increase in taxes of $66,000 locally, the use of local <br />labor and materials in the construction and the intangible benefits <br />of having an expanded hospital attracting patients from all over <br />the state. NPI is a privately-owned corporation, currently the <br />owner of a psychiatric hospital in Philadelphia and with assets~.~of <br />approximately $8 million. The Industrial DeVelopment Bond Authority <br />on October 14 adopted an inducement resolution recommending the <br />project. <br /> <br /> On m~tion by Mr. Albro, seconded by Dr. Hall, Council unanimously <br />adopted the! following resolution: <br /> <br /> WHEREAS the Council of the City of Charlottesville, Virginia, <br />(the COuncil) has created the Industrial Development Bond Authority <br />of Charlottesville, Virginia (the Authority), pursuant to the <br />Virginia Industrial Development and Revenue Bond Act to fulfill the <br />purposes of such Act; and <br /> <br />_ WHEREAS the ordinance adopted by Councit on July 19, 1976, creating <br />the Authority (the Ordinance) provides that ~he Authority shall not <br />f. · <br /> znance amy facility until the location and financing of such facility <br />have been approved by Council; and <br /> <br /> WHEREAS Section 5 of the Ordinance sets forth certain standards <br />to be considered by the Authority and the Council in determining the <br />nature and location of facilities to be financed by the Authority; <br />and <br /> <br /> <br />
