37O Presentations re: Department head presentations Worksession re: Budget matters Executive session Special session the school>year at Venable School. He stated that the present two first grade classes are overcrowded and each contain children who require special attention fOr various reasons. The present first grade teacher.S, the principal of Venable School, the members of the School Board and the parents of the first grade students enrolled at Venable all clearly agree that an additional first grade is needed. Mr. Conover inquired about the effect on the children of being transferred in the middle of the school year to a new class and new teacher. Mr. Jennings recognized the initial adjustment that would be needed for all concerned but emphasized that, in the School Board's judgment, the educational needs of the children would be better served hy the change in the long run. Ms. Gleason said she had received calls from three parents of Venable first graders asking for her aupport of the appropriation. On motion by Mr. Conover, seconded by Dr. Hall, the appropriation was offered and carried over to the next meeting for consideration. Mr. Cole Hendrix, City Manager, presented the three departments scheduled for presentations at this meeting: Fire, Police and Finance. He said these presentations were not budget related but were an effort to inform Council members about the nature of the work that each department does. Following his remarks, Chief Julian Taliaferro of the Fire Department, Chief J. dekoven Bowen of the PoliCe Department and Mr. Robert Sheets of the Finance Department all made their presentations to Council and answered questions. A preliminary worksession on general budget concerns was held by Council with the City Manager and other staff. On motion by Mr. Conover, seconded by Ms. Gleason, Council unanimously agreed to meet in executive session to discuss matters exempted by Section 2.1-344(a) (2) (Property) of the Virginia Freedom of Information Act.
