He stated that the presenn <br /> <br />two first grade classes are overcrowded and each contain children <br />who require special attention for various reasons. The present first <br />grade teachers, the principal of Venable School, the members of the <br />School Board and the parents of the first grade students enrolled <br />at Venable all clearly agree that an additional first grade is <br />needed, Mr. Conover inquired about the effect on the children of <br />being transferred in the middle of the school year to a new class <br />and new teacher. Mr. Jennings recognized the initial adjustment <br />that would be needed for all concerned but emphasized that, in the <br />School Board's judgment, the educational needs of the children would <br />be better served by the change in the long run. Ms. Gleason said <br />sh~ had received calla from three parents of Venable first graders <br />asking for her aupport of the appropriation. On motion by Mr. <br />Conover, seconded by Dr. Hall, the appropriation was offered and <br />carried over to the next meeting for consideration. <br /> <br /> Mr. Cole Hendrix, City Manager, presented the three departments <br />scheduled for p~esentations at this meeting: Fire, Police and Finance. <br />He said these presentations were not budget related but were an <br />effort to inform Council members about the nature of the work that <br />each department does.
