374 <br /> <br />Presentation re: <br />70001 Program <br /> <br />Presentation re: <br />Apple Classic <br />Bicycle Race <br /> <br />Staff report re: <br />Softball diamonds <br /> <br />or may require the owner to offer the property for sale to seek <br />a huyer who would preserve the building, In Mr. Wiley's opinion, <br />the BAR did not have the legal option of imposing conditions on its <br />approval of a demolition application and he recommended that <br />Council remand the matter back to the BAR for a decision based <br />on its powers as granted by the City Code. Several Council <br />members stated their opposition to the demolition at this time (~mong them Mr. Conover, Mr. Buck, Mr. Albro and Ms. Gleason); <br />Dr. Hall agreed with the Perry Foundation for the need to demolish <br />the building. Mayor Buck supported Mr. Wiley's recommendation <br />to send the matter back to the BAR as a recognition of the work <br />the BAR had done so far and an encouragement to Council-appointed <br />boards and commissions to carry out their duties. Mr. Perkins <br />objected to this course of action, stating that the time delay <br />would continue the fire and health hazard posed by the building; <br />he asked that if the matter were to be sent back to the BAR that <br />Council require the BAR to make its decision at its January meeting. <br />Dr. Hall made a motion to grant the demolition request, which died <br />for lack of a second. On motion by Mr. Albro, seconded by Ms. <br />Gleason, Council agreed to send the matter back to the BAR for a <br />decision at its January meeting by the following vote. Ayes: <br />Mr. Albro, Mr. Buck, Mr. Conover, Ms. Gleason. No: br. Hall. <br /> Mr. J.P. James, director of the recently established <br /> Charlottesville chapter of the 70001 Program, presented a report <br /> to Council outlining the program's goals and services to youth and <br /> asked for Council's support in encouraging the growth of the program. <br /> Council commended the program and thanked Mr. James for his <br /> presentation. <br /> <br /> Mr. Marc Kruger of Kruger Farms, the past sponsor of the two <br /> annual Apple Classic Bicycle Races, presented a report on the most <br /> recent race and the 1981 race planned for October 19, 1981, a copy <br /> of which is included in the file with the minutes of this meeting. <br /> He addressed several of the problems identified with the past <br /> races and pledged to work with the area's businesses, churches and <br /> residents to improve in these areas, He stated that the 1981 race <br /> would be promoted by Downtown Charlottesville, Inc., as part of <br /> a month-long promotion for the race and Court Days. He also <br /> stated that if a funeral were to be held at the Hill & Wood Funeral <br /> Home, the race starting time could be modified to as late as 2:00 <br /> p.m. to accommodate family and friends who wish to visit the <br /> funeral home without contending with traffic tie-ups and parking <br /> problems. CoUncil thanked Mr. Kruger for his report and wished <br /> him well with his plans for the 1981 race. <br /> Mr. Hendrix reported that the staff is exploring the possibility <br /> of an agreement with Piedmont Virginia Community College to use its <br /> softball diamond for the City softball league. He stated that <br /> Washington Park would continue to be used for games, but several <br /> improvements would be made: (1) availability of portable toilets <br /> <br /> <br />
