Staff report re: <br />Development proposals <br />for the Central Place <br /> <br />Staff report re: <br />Fair housing strategy <br /> <br />383 <br /> <br /> properties on the downtown mall, rather than penalizing them <br /> through higher real estate taxes and special assessments of this <br /> nature. On motion by Dr. Hall, seconded by Mr. Conover, the <br /> ordinance entitled "AN ORDINANCE AFFIRMING ~THE CREATION OF A <br /> SPECIAL ASSESSMENT DISTRICT PURSUANT TO SECTIONS 15.1-239 ET. <br /> <br /> SEQ. OF THE CODE OF VIRGINIA; ESTABLISHING THE PORTION OF PROJECT <br /> COSTS TO BE LEVIED AS AN ASSESSMENT ON THE PROPERTIES IN SUCH <br /> DISTRICT; RECITING THE FINDINGS OF CITY COUNCIL IN REGARD TO <br /> THE BENEFITS ACCRUING TO PROPERTIES WITHIN SAID DISTRICT; <br /> ESTABLISHING THE AMOUNT OF THE ASSESSMENT TO BE LEVIED ON EACH <br /> SUCH PROPERTY; LEVYING SAID ASSESSMENTS AND PROVIDING FOR THE <br /> TIME, MANNER AND TERMS OF THE COLLECTION THEREOF" was offered <br /> and carried over to the next meeting for consideration. <br /> <br /> Mr. George Ray, Economic Development Coordinator, asked for <br /> Council's authorization to advertise and receive proposals for <br /> the development of the Central Place on the downtown mall. He <br /> stated that five developers had expressed an interest in the <br /> project and he hoped to get several proposals He presented <br /> Council with copies of a proposed Request for Proposals, including <br /> criteria for selection. He asked for immediate advertising with a <br /> 30 day review period before selaction of a developer and no longer <br /> than six manths for the selected developer to return to Council <br /> with a project. He said that developers presently interested in <br /> the project would like a timetable that would coincide with the <br /> construction season in the late spring or early summer and an <br /> expected drop in interest rates. Mr. ConoVer raised the question <br /> of a public hearing to obtain citizen input on proposals considered <br /> by Council. as this project would be significant for the downtown <br /> mall. Mr. Hendrix suggested that a public hearing on the concept <br /> of development would be helpful but it might discourage developers <br /> to have a public hearing on the specific proposals before Council. <br /> Mayor Buck suggested that the public hearing should be on the <br /> general concept of development of the Central Place and that Council <br /> consider specific proposals-separately. On motion by Dr. Hall, <br /> seconded by Mr. Conover, Council unanimously approved the request. <br /> <br /> Mr. Huja presented to Council a proposed Fair Housing Strategy <br />with the following goals: (1) to further promote fair housing <br />concepts in City actions dealing with land use and housing; (2) <br />to inform the public of legislation that prohibits discrimination <br />in the sale, rental or financing of housing because of race, <br />color, religion, national origin or sex as outlined in Title VIII <br />of the Civil Rights Act of 1968; (3) to further strengthen the <br />City's administrative capability to assist persons who feel they.v <br />have been discciminated against in their choice in housing; and <br />(4) to work with and provide information to persons or groups <br />interested in promoting fair housing in Charlottesville.
