Dr. Hall expressed his support <br />for the ward system. Mr. Albro suggested a referendum during a <br />general election to ensure a better voter turnout for the question. <br />He also suggested that two separate options be placed on the ballot, <br />that of enlarging the Council and that of going to a ward/at- <br />large system. Mr. Conover asked what choices would be put to the <br />voters and how would the questions be worded. He also suggested that <br />Council should indicate before a referendum how it will act on the <br />voters' choice. Mr. Albro asked that Mr. Wiley, City Attorney, formulate <br />a proposed ballot for the referendum and explain for Council the ..... <br />mechanics of how ward lines would be drawn. <br /> On nomination by Dr. Hall, Mrs. Donna Reaves was unanimously <br /> appointed to the Jefferson-Madison Regional Library Board. <br /> <br /> On nomination by Ms. Gleason, Mr. Cox Jackson wasunanimously <br /> re-appointed to the Region Ten Community Services Board. <br /> On nomination by Mr. Conover, Mr. James R. Noland was unanimously <br /> appointed to the Community Corrections Resources Board. <br /> <br /> Mayor Buck presented the President's Energy Efficiency Award <br /> <br /> to Robert Coffelt, coordinator for Charlottesville Action to Save <br /> Energy (C.A.S.E.), Kim Grossman, C.A.S.E. volunteer coordinator and <br /> Alphonso Taylor, representing M.A.C.A.A. and commended the group <br /> on its efforts to save energy. <br /> <br /> Mr. Bruce Frech of the University Bicycle Club asked for <br /> Council's approval of a race to be held on Sunday, April 5, from <br /> 12:30 to 4:00 p.m. along Stadium Road. Mr. Bob Stripling, Assistant <br /> City Manager, said the club had agreed to all conditions usual in <br /> such cases but the City staff is concerned about the safety aspgct, <br /> as only marshalls are proposed to control traffic. He said that <br /> drivers usually do not obey marshalls as readily as they do police <br /> officers. City police officers would not be easy to get as this <br /> is the weekend preceding Easters when many police officers work <br /> overtime. Mr. Frech said that some University police officers <br /> might be available. Ms. Gleason asked if the neighbors had been <br /> contacted about the closing of the route on that afternoon and Mr. <br /> Conover asked if the race could be held at a later time because <br /> residents would be returning from church in the early afternoon. Mr. <br /> Frech agreed that the club would survey the neighborhood and Council <br /> agreed to consider the matter again at its next meeting. <br /> <br /> Mr. John Pezzoli, director of community support services for <br /> <br /> the Region~.~Ten Community Services Board, requested Council's <br /> approval for granting an option to purchase the property at Jokn <br /> and 13th Streets to the Region Ten Board. The Board is planning to <br /> build a facility for residential care of severely retarded/handicapped <br /> adults at this location. A group of private investors is planning <br /> to put up the capital needed to purchase the property and build the <br /> facility and then the facility would be operated with Medicaid <br /> funds through Title XVIV.
