Regular session Approval of minutes Presentation re: Gift to City by Mr. John Forbes Presentation re: Social service agencies.b,udgets Staff report re: Proposals for Central Place Staff report re: Urban preservation and infill program 4:0 7 COUNCIL CHAMBERS - MONDAY, MARCH 16, 1981 Council met in regular session on this date with the following members present: Mr. Albro, Mr. Buck, Mr. Conover, Ms, Gleason, Dr, Hall. Absent: None. On. motion by Dr. Hall, seconded by Ms, Gleason, the minutes of March 2 were'unanimously approved as presented. On motion by Mr. Albro, seconded by Ms, Gleason, the minutes of March 9 were unanimously approved as presented, On motion by Ms. Gleason, seconded by Mr. Conover, theminutes of March 10 were unanimously approved az presented, Mr., Conover and Mr. Albro abstaining due to absence from that meeting, Mr. John Forbes, a citizen of Charlottesville, presented to Mayor Buck an original letter written in her own hand by Queen Charlotte, the consort of George III of England, for whom Charlottes- ville is named, Mr. Forbes had the letter framed and to it is attached a letter of authenticity. Mayor Buck thanked Mr. Forbes and said the letter would be temporarily displayed in the main library and thereafter in City Hall. Mr. Bill Lucy, chairman of the Social Development Commission, presented that group's report to Council on the social service agency budget requests for FY 1981-82. He noted that the commission recommended some new programs and some reductions and urged Council to consider the recommendations as a package. Mr. Lucy said representatives of the Social Development Commission would be present at the two Council worksesssions when the agencies budgets would be considered. COuncil thanked the Social Development Commission for their work and the high quality of their reports, Mr. George Ray, Economic Development Coordinator, presented to Council two proposals received for the Central Place on the downtown mall from Commonwealth Development Resources, Ltd., and Paramount Place Group, the latter of which was recommended because it has an option on the old Paramount Theatre and can include that property in its proposed use of the Central Place. Mr. Ray a~ked for Council's approval to give a six month option to the group for $2,500 with-the possibility of a six month renewal if significant progress has been made. On motion by Mr, Conover, seconded by Ms.. Gleason, Council unanimously approved the staff's recommendation and authorized a contract to be negotiated, Mr. Cole Hendrix, City Manager, explained to Council that the City has received $324,.000 in low interest mortgage money to help low and moderate income families to buy homes and the staff recon~nends that the money be used in the Start Hill and 10th and Page Streets neighborhoods to supplement already existing programs_ there. On motion by Dr. Hall, seconded by Mr. Albro, Council voted unanimous~approval of the staff's recommendation.
