Absent: None. <br /> <br /> On. motion by Dr. Hall, seconded by Ms, Gleason, the minutes <br /> <br /> of March 2 were'unanimously approved as presented. On motion by <br /> Mr. Albro, seconded by Ms, Gleason, the minutes of March 9 were <br /> unanimously approved as presented, On motion by Ms. Gleason, <br /> seconded by Mr. Conover, theminutes of March 10 were unanimously <br /> approved az presented, Mr., Conover and Mr. Albro abstaining <br /> due to absence from that meeting, <br /> <br /> Mr. John Forbes, a citizen of Charlottesville, presented to <br /> Mayor Buck an original letter written in her own hand by Queen <br /> Charlotte, the consort of George III of England, for whom Charlottes- <br /> ville is named, Mr. Forbes had the letter framed and to it is <br /> attached a letter of authenticity. Mayor Buck thanked Mr. Forbes <br /> and said the letter would be temporarily displayed in the main <br /> library and thereafter in City Hall. <br /> <br /> Mr. Bill Lucy, chairman of the Social Development Commission, <br /> presented that group's report to Council on the social service <br /> agency budget requests for FY 1981-82. He noted that the <br /> commission recommended some new programs and some reductions <br /> and urged Council to consider the recommendations as a package. <br /> Mr. Lucy said representatives of the Social Development <br /> Commission would be present at the two Council worksesssions <br /> when the agencies budgets would be considered. COuncil thanked <br /> the Social Development Commission for their work and the high <br /> quality of their reports, <br /> <br /> Mr. George Ray, Economic Development Coordinator, presented <br /> <br />to Council two proposals received for the Central Place on the <br />downtown mall from Commonwealth Development Resources, Ltd., and <br />Paramount Place Group, the latter of which was recommended <br />because it has an option on the old Paramount Theatre and can <br />include that property in its proposed use of the Central Place. <br />Mr. Ray a~ked for Council's approval to give a six month option <br />to the group for $2,500 with-the possibility of a six month <br />renewal if significant progress has been made. On motion by <br />Mr, Conover, seconded by Ms.. Gleason, Council unanimously <br />approved the staff's recommendation and authorized a contract <br />to be negotiated, <br /> <br /> Mr. Cole Hendrix, City Manager, explained to Council that <br /> <br />the City has received $324,.000 in low interest mortgage money <br />to help low and moderate income families to buy homes and the <br />staff recon~nends that the money be used in the Start Hill and <br />10th and Page Streets neighborhoods to supplement already <br />existing programs_ there. On motion by Dr. Hall, seconded by <br />Mr. Albro, Council voted unanimous~approval of the staff's <br />recommendation. <br /> <br /> <br />
