Appropriation re.: <br />Adopting budget for <br />FY 1981-82 <br /> <br />Ordinance re: <br />Establishing annual <br />tax levy <br /> <br />Regular session <br /> <br />Approval of minutes <br /> <br />Appointment re: <br />Social Services <br />Advisory Board <br /> <br />Appropriation re: <br />Adopting FY 1981-82 <br />City budget <br /> <br /> On mOtion by Mr~ Conover, seconded by Ms. ~leason, the <br />appropriation resolution adopting the Fy 1981-82 budget was <br />off~=ed and c~r~ied over to the next meeting for consideration. <br /> <br /> On motion by Mr, Conover, seconded by Ms. Gleason, an <br />ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX <br />LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF INTEREST <br />AND RETIREMENT OF THE.CITY DEBT, FOR THE SUPPORT OF THE CITY <br />GOVERNMENT AND CITY SCHOOLS AND FOR OTHER PUBLIC PURPOSES" was <br />offered and carried over to the next meeting for consideration. <br /> On motion the meeting adjourn'~~ <br /> <br /> Clerk President <br /> <br /> COUNCIL CHAMBERS - MONDAY, APRIL 6, 1981 <br />Council met in regular session on this date with the <br />following members present: Mr. Albro, Mr. Buck, Mr. Conover, Ms. <br />Gleason, Dr. Hall. Absent: None. <br /> <br /> On motion by Dr. Hall, seconded by Ms. Gleason, Council <br />unanimously approved the minutes of March 16 as presented. On <br />motion by Ms. Gleason, seconded by Mr. Conover, Council unanimously <br />approved the minutes of March 23 as presented. On motion by Dr. <br />Hall, seconded by Ms. Gleason, Council unanimously approved the <br />minutes of March 17 as presented. On motion by Ms. Gleason, <br />seconded by Mr. Albro, Council unanimously approved the minutes <br />of March 24 as presented. On motion by Mr. Albro, seconded by <br />Ms. Gleason, Council unanimously approved the minutes of <br />March 30 as pre~ented~ On motion by Dr. Hall, seconded by Ms. <br />Gleason, Council unanimously approved the minutes of March 31 as <br />presented. <br /> <br /> On nomination by Ms. Gleason, Council unanimously appointed <br />Mr.. Will Paulsen to the Social Services Advisory Board. <br /> <br /> Council considered the appropriation resolution adopting <br /> <br /> the City budget for FY 1981-82, which was offered at the meeting <br /> of March 31. <br /> <br /> Mr, Conover remarked that he had some trouble with the <br /> elimination of Madison House, especially since they are providing <br /> free rent to C.H,I,P. which is supported by the City. He also <br /> regretted that the capital budget was not debated as the operating <br /> budget was and asked if there would be some future opportunity <br /> for this, Mr. Buck replied that generally the capital budget items <br /> are not debated in detail after the budget is~adopted, although <br /> the proposed .new telephone system would be an exception to this <br /> practice, Mr. Conover also asked about the gas line extension and <br /> Mr,-Hendrix replied that a staff report was forthcoming. <br /> <br /> Mr, Albro commented that the tax rate increase is regrettable <br /> and that it could have been left at $1.10 with no decrease in <br /> essential services to the co~_mUnity. He questioned how long human <br /> services agencies could be funded as if they were part of City <br /> government, and how they could be eliminated in the future once <br /> <br /> <br />
