<br /> BE IT RESOLVED by the Council of the City of Charlottesville
<br />that the sums hereinafter set forth are hereby appropriated from
<br />the General Fund of the City for the annual operation of the City

<br /> Provided, however, that the amounts hereinabove appropriated
<br />for EdUcation andTraining and Employee Benefits, or portions
<br />thereof, may on,authorization from the City Manager be transferred
<br />by the'DireCtor of Finance to any departmental account in the
<br />General Fund, or to .any other fund, and notwithstanding any other
<br />provision of this 'resolution to the contrary, be expended for
<br />salaries, or employeebenefits in such fund or account in the
<br />manner as sums originally appropriated thereto.

<br /> Provided further that the sum appropriated for General
<br />insurance skallbe transferred to the Risk Management Fund for
<br />expenditure as hereinafter provided.
<br />
<br /> Sums so appropriated which have not been encumbered or
<br />expended as of.June '30, 1982, shall be deemed to revert to the
<br />unappropriated balance of the General Fund, unless thiS Council
<br />by resolution provides' that any such sum shall be a continuing
<br />appropriation.

<br />III, GENERAL FUND 'TRANSFERS
<br />
<br /> BE IT RESOLVED'by the Council. of the-City of .Charlottesville
<br />that the sum of, $'650,-000 is hereby transferred from the unappropriated
<br />balance of the'General Fund to the Capital Projects Fund, and
<br />designated to fund such appropriations as may hereafter be made
<br />from such. latter fund.
