Resolution re: <br />Establishing amount <br />of post-retirement <br />nemefits <br /> <br /> for the day when it,~witt~ecome economically feasible to use the <br /> tires as a fuel substitute. <br /> <br /> Mr. Bob Inscoe of University Firestone and past president of <br /> the Virginia Tire Dealers Association confirmed Mr. Nelson's <br /> remarks and said than it cost his business about $700-$800 per <br /> month to haul tires to the landfill already. Mr. Buck asked what <br /> other communities are doing about the prOblem and was told that <br /> several of them also charge a fee for disposal but Mr. Inscoe did <br /> not know what their experience, if any, with increased tire litter <br /> is. <br /> <br /> Ms. Kay Peaslee of the Charlottesville Observer asked how <br /> toxic wastes are disposed of at the landfill and Mr. Buck asked <br /> the staff to look into this question.~ <br /> <br /> Mr. Conover asked if the City would haul tires to the landfill <br />that are left with other trash that is collected by the City. Mr. <br />John Berberich of Public Works replied that a few tires left <br />occasionally with residential trash would be picked up at no <br />extra ~harge, but large amounts of tires left regularly in dumpsters <br />or other locations would cause problems and they would have to <br />refuse to take them. Mr. Conover remarked it seemed unfair not to <br />charge every person who disposes of tires, whatever the method, <br />and suggested charging the tire dealers less in recognition of <br />their costs in hauling the tires to the landfill. Mr. Buck said <br />he could not understand why the dealers could not just pass on <br />the cost to the consumer and felt that the majority Of tire <br />customers would be willing to pay the charge to avoid the hassle <br />of disposing of the tires themselves. He suggtesed passingf~the <br />resolution imposing the fees and, if problems develop, reconsider <br />the action at a later date. On motion by Mr. Buck, seconded by <br />Ms. Gleason, the following resolution was adopted by the following <br />vote. Ayes: Mr. Buck, Ms. Gleason. No: Mr. Conover~ Absent: <br />Mr. Albro, Dr. Hall. <br /> <br /> WHEREAS, tires require special handling as compared to other <br />waste at landfills located within the County; <br /> <br /> NOW, .THEREFORE, BE IT RESOLVED by the COuncil of the City of <br />CharlotteSville that the personnel charged with operation of the <br />Ivy Sanitary Landfill shall henceforth collect from all persons <br />sending or delivering tires to the landfill for disposal, a fee in <br />the amount of $26.00 per ton or 40 cents per tire. <br /> <br /> Funds collected shall be deemed revenues from oepration of the <br />landfill; shall be credited to the Joint-City-County Landfill Fund <br />for which the City of Charlottesville acts as fiscal agent. <br /> <br /> The Council intends by the adoption of this resolution to <br />concur in the imposition of such charge as adopted by a similar <br />resolution of the Albemarle County Board of Supervisors on June 10, <br />1981Z-~ <br /> <br /> Council considered a resolution to increase retirement <br />benefits by 8% for retired City employees to correspond to the <br />8% salary increase granted to City .employees on July 1, 1981. <br /> <br />457 <br /> <br /> <br />
