Appropriating building <br />rentals to School <br />Board Budget <br /> <br />Resolution re: <br />Dr. Marshall <br />Garrett - Jail <br />Physician <br /> <br />Bids re: Water <br />Main construction <br /> <br /> (a) Provide adequate drainage in order to reduce exposure <br /> to flood hazards. <br /> <br /> (b) Locate public utilities and facilities on the Site in <br /> such a manner as to be elevated and constructed to <br /> minimize or eliminate flood damage, such utilities and <br /> faeilit'ies including sewer, gas, electrical and water <br /> systems. <br /> <br /> And BE IT FURTHER RESOLVED that the Director of Planning and <br />the City Planning Commission in reviewing all subdivision applications <br />shall make findings of fact and determine if: <br /> <br /> (a) Ail such proposed developments are consistent with <br /> the need to mznzmzze flood damage. <br /> <br /> (b) Adequate drainage is provided so as to reduce exposure <br /> to flood hazards. <br /> <br /> (c) Adequate drainage is provided so as not to increase the <br /> exposure of flood hazards of adjacent lands. <br /> <br /> (d) Ail public utilities and facilities are located, and <br /> constructed so as to minimize or eliminate flood <br /> damage, these utilities and facilities to include <br /> sewer, gas,electrical and water systems. <br /> A communcation was presented from the Superintendent of Schools <br /> requesting that the SchoOl Board be permitted to collect and spend, <br /> for maintenance and operation of building, all rents collected for use <br /> of the facilities at Lane. A motion by Mr. Fife, seconded by Mr. <br /> Gilliam that the School Board be directed to report to the Council the <br /> amount of~ rent collected and then the funds would be appropriated to <br /> be used for operation and maintenance expenses, was unanimously <br /> <br />adopted. <br /> <br /> On motion by Mrs~ Rinehart, seconded by Mr. Fife the following <br /> <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, Marshall T. Garrett, M. D. will soon be concluding <br />his service as the official jail physician of the City of ~--1 <br />Charlottesville, in which capacity he has served for more than I <br />twenty years; and ~ <br /> <br /> WHEREAS, this Council is advised that Dr. Garrett has <br />performed his duties as ajil physician in an unselfish and devoted <br />manner, responding to emergency calls at any hour and always giving <br />priority to the medical ne~ds to inmates in spite of many other <br />demands on his time; and <br /> <br /> WHEREAS, the Council is further aware that Dr. Garrett has <br />during his tenure performed voluntarily many additional services <br />non necessarily within the scope of the jail physician's duties <br />including the time consuming approval of monthly medical and <br />dental reports for prisoners and has generally approached the jail <br />physician'-s duties more as a public servant than as a paid employee. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Charlottesville that we exp~ress to Dr. Garrett our gratitude for <br />his outstanding public service and extend to him the best wishes of <br />the entire community. <br /> <br /> The City Manager advised the Council that bids had been received <br /> <br /> for the installation of water mains in Popular Street, Grove Avenue ~ <br /> <br />and an alley between Grove Avenue and Locust Avenue. He stated <br />that the bid of Saunders Construction, $11,250.16, was the lowest <br /> <br />and best bid and recommended its acceptance. On motion by Mr. <br /> <br />Gilliam, seconded by Mrs. Rinehart the foregoing recommendation <br /> <br />was unanimously adopted. <br /> <br /> <br />
