Consideration re: <br />ppropriation - <br /> 10,500 - Northeast <br />Park <br /> <br />Authorization re: <br />Sign Purchase Agree- <br />ment - Northeast Park <br /> <br />Resolution re: <br />Regional Criminal <br />Justice Plan. <br /> <br />Discussion re: <br />Permit Parking <br /> <br />Matters by the public: <br />Mrs. Ellen Davis <br /> <br />Matters by the Public <br />Mr. John Lang <br /> <br /> BE IT RESOLVED by the Council of the ~ity of Charlottesville <br /> that $79,179.93 be and the same is hereb'y appropriated from the <br /> General Fund for purchase of Child Care Services through Title XX <br /> of the 1964 Amendments to the Social Security Act. <br /> <br /> The Deputy City Manager advised the Council that the owners <br /> <br /> of the property selected for development as the Northeast Park <br /> have tentatively accepted an offer of $35,000 for the property, <br /> which is the value place on the property by the City Assessor. He <br /> reminded that an appropriation of $27,000 had been made, of which <br /> $2500 was spent for a survey of the property, leaving a balance <br /> of $24,500 in the appropriation. He stated that an additional <br /> appropriation of $10,500 is needed if the project is to be pursued. <br /> On motion by Mr. Gilliam, seconded by Mr. Van Yahres the following <br /> resolution was offered and carried over to the next meeting for <br /> cons iderat ion. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br /> that $10,500 be and the same is hereby appropriated from the Capital <br /> Fund for the pur. chase of property, for the Northeast Park. <br /> <br /> On motion by Mr. Gilliam, seconded by Mr. Van Yahres, the <br /> <br /> Mayor was authorized to execute purchase agreement for the land <br /> <br /> for the Northeast Park. <br /> <br /> The Regional Criminal Justice Plan for Planning District X <br /> <br /> was presented and discussed. On motion by Mr. Gilliam, seconded by <br /> <br /> Mr. Van Yahres the following resolution was unanimously adopted. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br /> that the Council approves in principle the plan entitled "Regional <br /> Criminal Justice Plan for Planning District X." <br /> <br /> AND BE IT-FURTHER RESOLVED tha~ the Council approves in <br /> principle the projects indentified as City Projects in the plan. <br /> <br /> AND BE IT FURTHER RESOLVED that the Council approves the <br /> relative priority of its pr~ojects in the plan. <br /> <br /> The Deputy City Manager discussed several alternatives to the <br /> <br />permit parking plan including two hour parking except by permit, <br />some two hour parking, some permit and no parking except by permit. <br />He stated that a final proposal could be presented to th'e City <br />Council for its consideration by September 15, 1975. A public <br />hearing was set to discuss the proposed parking regulations and <br />permit parking for September 22, 1975, at 7:30 P.M. <br /> <br /> Mrs. Ellen Davis addressed the Council and suggested that as <br /> <br />part of the City's Bicentennial celebration the City allow school <br />children to paint the fire hydrants red, white and blue with <br />stars on top. She also suggested having students at the City <br />Schools, the University and Community College paint schoOl buses <br />with bicentennial theme. <br /> <br /> Dr. John Lang, addressed the Council and strongly urged that <br /> <br />a traffic light be installed at Route 29 North and Angus Road. <br /> <br />Dr. Lang, was advised that a traffic study had been made and that <br />this intersection was on the City's priority list. Mr. John <br />Gregor of the Traffic Department stated that Angus Road and Route <br /> <br /> <br />
