Authorization re: <br />Commonwealth Attorney <br />Second Assistant <br /> <br />Plan re: Housing <br />Rehabilitation Plan <br /> <br />Resolution re: <br />Recreation and Open <br />Space Study <br /> <br />Endorsement re: <br />Board for Aging <br /> <br />Jefferson <br /> <br />Mr. Graham Beckel, addressed the Council and requested that <br />action be deferred until the noise reports requested from the <br />Traffic Department are available. A motion by Mr. Gilliam, <br />seconded by Mr. Van Yahres that the requested information be <br />distributed to the neighborhood associations and that action <br />be deferred for four weeks after the information is distributed, <br />was unanimously adopted. <br /> A communication was presented from the Commonwealth's <br /> Attorney stating ~that the Compensation Board has imposed a <br /> freeze on hiring, although his position was approved prior to the <br /> Governor's order. He stated that~he could request an exception <br /> to the policy but the request must be accompanied by an <br /> approval of the City Council. On motion by Mr. Gilliam, <br /> seconded by Mr. Fife, Mr. Barrick's request to employ a second <br /> assistant for his office, was unanimously adopted. <br /> <br /> A plan entitled "Housing Rehabilitation Plan" to be funded <br /> under Title I of the Housing and Community Development Act of <br /> 1974 was presented from the Community Development Department, <br /> which recommended that the Council request the Charlottesville <br /> Redevelopment and Housing Authority to adopt..the plan, so that <br /> the Housing Rehabilitation Element of the Community Development <br /> Grant could be implemented. On motion by Mrs. Rinehart, seconded <br /> by Mr..~Fife the foregoing recommendation was unanimously adopted. <br /> On motion by Mr. Gilliam, seconded by Mrs. Rinehart <br /> <br /> the following resolution was unanimously adopted. <br /> <br /> WHEREAS, on June 10, 1975, the Planning Commission and <br /> the City Council of the City of Charlottesville held a joint <br /> public hearing to receive recommendations from the public <br /> and to consider adoption of the Recreation and Open Space <br /> Study Goals, Policies and Recommendations and Map as an <br /> element of the City'~s Comprehensive Plan; and <br /> <br /> WHEREAS, certain modifications were suggested and the <br /> Planning Commission has now certified its report to the City <br /> Council; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br /> City of Charlottesville that the goals, policies and recommendations <br /> of the Recreation and Open Space Study and the Recreation <br /> and Open Space Plan Map are hereby adopted as an element of <br /> the City's Comprehensive Plan. <br /> <br /> Miss Diane Ansley, Executive Director of the Jefferson <br /> <br /> Area Board for Aging, addressed the Council and presented the <br /> annual plan for aging services of the Jefferson Area Board for <br /> Aging, outlining the objectives, action programs and funds <br /> allocated to each program activity for the twelve month <br /> period beginning October 1, 1975. On motion by Mrs. Rinehart <br /> seconded by Mr. Van Yahres the Council endorsed the Jefferson <br /> Board of Aging Plan for the period October 1, 1975 thru <br /> December, 1976. <br /> <br /> <br />
